         NRC ADVISORY COMMITTEE ON REACTOR SAFEGUARDS
                     TO MEET OCTOBER 9-12

     The Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards
(ACRS) has scheduled a technical meeting October 9-12 in Rockville, Maryland.

     The meeting, which is open to the public, will be held in Conference Room 2B3 in
the NRC's Two White Flint North Building at 11545 Rockville Pike.

     Although meetings of the ACRS are open, they are not part of the NRC's public
hearing process.  The ACRS, an advisory group to the Commission, conducts independent,
highly technical reviews of safety considerations related to nuclear facilities.  While anyone
may attend, the committee will consider only oral or written statements arranged in advance
and limited to specific matters set forth in a Notice of Meeting published in the Federal
Register September 25.

     The meeting may include closed sessions, if required, to discuss proprietary
information.  

     Here is the complete meeting agenda:

                     WEDNESDAY, OCTOBER 9

     8:30 a.m. to 8:35 a.m.   --  Opening remarks by the ACRS chairman.

     8:35 a.m. to 9:00 a.m.  --  Discussion between ACRS and members of the Canadian
Advisory Committee on Nuclear Safety (ACNS) on missions, regulatory environments,
process/products, interactions and independence.

     9:00 a.m. to 11:30 a.m.  --  Discussion with NRC staff on risk-informed,
performance-based regulation.

     1:00 p.m. to 2:15 p.m.  --  Discussion with NRC staff on issues associated with
plant aging.

     2:15 p.m. to 3:00 p.m.  --  Discussion with NRC staff on training of nuclear power
plant operators, and use of simulators.

     3:15 p.m. to 4:15 p.m.  --  Discussion with NRC staff on digital instrumentation and
control systems and issues identified by the National Academy of Sciences/national
Research Council.

     4:15 p.m. to 5:00 p.m.  --  Discussion of miscellaneous issues including As Low As
Reasonably Achievable (ALARA) , cost-benefit considerations and safety culture at nuclear
facilities.

                     THURSDAY, OCTOBER 10

     8:45 a.m. to 10:15 a.m.  --  Discussion with the deputy executive director for
Nuclear Reactor Regulation, Regional Operations and Research, on the NRC strategic
assessment and rebaselining effort.

     10:30 a.m. to 12:00 noon --  Discussion with NRC staff on a proposed standard
review plan, sections and branch technical positions for digital instrumentation and control
systems.

     1:00 p.m. to 2:30 p.m.  --  Discussion with NRC staff on a control room back-panel
fire at Palo Verde Unit 2 in Arizona on April 4.

     2:30 p.m. to 3:00 p.m. Report of the ACRS planning and procedures subcommittee.

     3:00 p.m. to 3:30 p.m.  --  Future ACRS activities.

     3:45 p.m. to 4:00 p.m.  --  Discussion of responses from NRC's executive director
for operations to comments and recommendations included in recent ACRS reports.

     4:00 p.m. to 7:00 p.m.  --  Preparation of ACRS reports.

                      FRIDAY, OCTOBER 11

     8:35 a.m. to 10:30 a.m.  --  Discussions with NRC staff on activities associated with
the NRC thermal hydraulic computer codes.

     10:45 a.m. to 11:00 a.m.  --  Report by the acting chairman of the ACRS human
factors subcommittee.

     2:30 p.m. to 7:00 p.m.  --  Discussion of proposed ACRS reports.

                     SATURDAY, OCTOBER 12

     8:30 a.m. to 11:00 a.m.  --  Preparation of ACRS reports.

     11:45 a.m. to 1:30 p.m.  --  Strategic planning session.

Advisory Committee on Reactor Safeguards, Nuclear Regulatory Commission, Washington,
