                NRC STAFF CITES DIABLO CANYON,
                DOES NOT PROPOSE CIVIL PENALTY

     The Nuclear Regulatory Commission staff has issued a Notice of
Violation and Notice of Deviation to the Pacific Gas & Electric Co.,
operator of the Diablo Canyon Nuclear Power Plant. The action does not
carry a civil penalty. The company was cited for two Severity Level IV
violations and one deviation from a written commitment.

     The violations and deviation involve issues related to main steam
safety valves at Diablo Canyon, near Avila Beach, Calif. The issues were
discussed at a predecisional enforcement conference held at the NRC
Region IV office in Arlington, Texas, on July 1. That conference, which
was open to the public, was announced in a June 26 NRC news release.

     Copies of the Notice of Violation and Notice of Deviation are
available from this office upon request.
