This brochure provides an overview of NCPC's planning activities and major initiatives. It briefly describes the Legacy Plan, the Memorials and Museums Master Plan, the National Capital Urban Design and Security Plan, CapitalSpace, the National Capital Framework Plan, and others. 

Capitals Alliance 2003 Annual Meeting
Senior planning officials from 10 capital cities around the world gathered in Washington, D.C. in October 2003 to exchange strategies on building vibrant national capitals and to get a behind-the-scenes look at new development in the American capital.

CapitalSpace
The National Capital Planning Commission, the National Park Service, the District Office of Planning, and the District Department of Parks and Recreation have joined forces to create CapitalSpace, an initiative to improve all parks and open spaces in Washington, DC.

This overview brochure provides basic background and operational information on the Circulator, which launched in July 2005 and added a new route in March 2006.

Designing for Security in the Nation's Capital
On November 1, 2001 the Interagency Task Force released its report on security measures in the Nation's Capital. The report includes recommendations for Pennsylvania Avenue in front of the White House and also focuses on design and security plans for President's Park, the Federal Triangle, and the National Mall. Designing and Testing of Perimeter Security Elements
A brochure that complements NCPC's security plan by providing guidance to designers, architects, security professionals, and building managers on applying the latest creative perimeter security solutions and effectively testing these technologies.

The initiative proposes ideas for improving tour bus operations, traffic conditions, the visitor experience, and the city environment.

Extending the Legacy: Planning America's Capital for the 21st Century 
In 1997, as part of its long-range planning responsibilities, the Commission released this framework plan for Washington's monumental core. This long-term vision for the nation's capital recenters the city on the nation's capital and offers ideas for implemenation over the next 50 to 100 years. 
 

Federal Capital Improvements Program (FCIP) 2009-2014
The Commission's Federal Capital Improvements Program, an annual publication, reports on the public works projects proposed by federal agencies over the coming six years. Note: This is a large file and may take some time to download.

Flooding and Stormwater in Washington, DC, January 2008
At the Commission's request, NCPC staff researched and prepared this analysis of flooding trends and stormwater management in the District of Columbia. This report examines overbank flooding of both the Potomac River and the Anacostia River and explores the city's storm sewer capacity, particulary as these affect federal agencies. The report looks at the implications of the findings and offers potential next steps.

Floodwater Forum Proceedings
NCPC, the General Services Administration, the Department of Homeland Security, and the District of Columbia held a two-day forum on flooding and stormwater risks in Washington's monumental core. The June 2007 talks focused on emergency response, stormwater management, and system-wide infrastructure improvements.

The Impact of Federal Procurement on the National Capital Region, October 2002 
A study released by the National Capital Planning Commission finds that federal contract and procurement spending has been one of the most important forces driving the Washington-area economy during the past decade. The findings stand in sharp contrast to the widespread impression that the role of the federal government in the region’s increasingly diversified economy is shrinking. Memorials and Museums Master Plan
The result of a two-year collaborative effort, this master plan will change the way future memorials and museums are developed and located in the Nation's Capital.

National Capital Framework Plan
An initiative launched by NCPC and the U.S. Commission of Fine Arts to enhance areas surrounding the National Mall. Scheduled to be completed in 2008, this effort to help preserve and protect the National Mall will address federal lands in the Northwest Rectangle, Federal Triangle, Southwest Federal Center, Banneker Overlook, the RFK Stadium site, South Capitol Street, and East Potomac Park.
 
National Capital Urban Design and Security Plan
The National Capital Urban Design and Security Plan addresses the alarming proliferation of unsightly and makeshift security barriers that are negatively impacting great cities across the nation. The Plan primarily focuses on federal facilities in the nation’s capital, but its principles and concepts can easily be applied to other public and private lands throughout the nation. It identifies a variety of security design solutions including “hardened” street furniture and landscaped planting walls that can enhance local streetscapes, while still providing good security.

NCPC Congressional Justification for Fiscal Year 2009

The National Capital Planning Commission’s (NCPC) FY 2009 Budget Request is structured to ensure that the agency’s resources are aligned with its Strategic Plan and support the Administration’s policy guidance.

NCPC Strategic Plan, 2009-2014
NCPC's strategic plan for 2009-2014 describes the Commission's mission, its values, and its vision, and conveys the agency's goals over the coming years. The plan is available as a PDF, or may be requested in hard copy by contacting the Commission at info@ncpc.gov or 202-482-7200.
 
New York Avenue/Florida Avenue Charrette Recommendations
NCPC, in partnership with the District Department of Transportation, the General Services Administration, and the Bureau of Alcohol, Tobacco, Firearms and Explosives, conducted a charrette from July 12 to July 14, 2006, to study three potential long-term design alternatives for the intersection of New York and Florida Avenues. In this report, NCPC and its partner agencies offer recommendations for reconfiguring the New York Avenue/Florida Avenue intersection and the New York Avenue corridor.

Pennsylvania Avenue at the White House, November 2004
NCPC celebrated the reopening of Pennsylvania Avenue at the White House in a ceremony with First Lady Laura Bush. Read a summary of the project that removed unsightly makeshift barriers from the avenue, replacing them with well-designed guard booths and retractable bollards that can be removed if necessary. The project also included new visitor amenities to once again welcome people to the avenue. 

The “Planning Together for Central Washington” brochure is a synopsis of four distinct vision planning initiatives: the Capitol Complex Master Plan, the Center City Action Agenda 2008, the National Capital Framework Plan, and the National Mall Plan. A color-coded map identifies the complementary priority places, corridors, and important connections in a broad plan for central Washington, DC.

Railroad Realignment Feasibility Study
NCPC, in conjunction with the District Department of Transportation, conducted a Railroad Realignment Feasibility Study that examined the benefits and costs of relocating the existing freight rail service that currently cuts through the monumental core of the nation's capital. The preliminary findings are available in a draft report.

RFK Stadium Site Study
In December 2006, NCPC released a study of the potential for the Robert F. Kennedy Stadium site to be transformed into a major gateway into the nation's capital if the stadium is vacated. NCPC planners recommend a large waterfront park with active and passive recreation, residential and retail development, and a major cultural attraction such as a memorial or musuem  

South Capitol Street Task Force Recommendations (2005)
This brochure describes NCPC's latest concepts for transforming South Capitol Street into a signature address in the nation's capital. 
 
South Capitol Street Report by ULI Advisory Panel
NCPC and the D.C. Office of Planning commissioned an advisory panel of the Urban Land Institute (ULI) to provide specific land use, transportation, and urban design recommendations for the South Capitol Street Corridor. This report outlines the panel's findings and suggestions.
 
South Capitol Street Urban Design Study    
Part 1     Part 2     Part 3 

The South Capitol Street Urban Design Study proposes several potential scenarios for the revitalization of the South Capitol Street Corridor and the Southeast Waterfront. The study is a joint effort by NCPC and the District of Columbia Office of Planning.
        
 
Washington’s Waterfronts
This study, conducted by NCPC in 1999, sparked the Anacostia Waterfront Initiative that is underway in Washington today. In this report, the Commission assessed existing waterfront conditions, recommended development and remediation policies, and identified implementation measures for selected waterfront areas.
