VICKY McDOWELL APPOINTED
DEPUTY ADMINISTRATOR

Alcohol and Tobacco Tax and Trade Bureau (TTB) Administrator, John Manfreda, has announced the appointment of Vicky McDowell as Deputy Administrator. As Deputy Administrator for the Bureau, Ms. McDowell will oversee all headquarters and field operations functions associated with TTB's tax collection and consumer protection responsibilities.

In her former position as TTB's Assistant Administrator for Field Operations, Ms. McDowell was responsible for overseeing all field offices including taxpayer audits and investigations, and the National Revenue Center, which is responsible for collecting $15 billion in revenue annually. Prior to that, Ms. McDowell was Chief of the Tax Audit Division with the Bureau of Alcohol, Tobacco and Firearms (ATF). Before joining ATF in 1998, she held various supervisory and management positions in financial management within the Treasury Department, where she was responsible for developing government-wide financial policies. Ms. McDowell began her Federal Government career in 1980, with the Department of Agriculture, where she was responsible for the internal audit of a $60 billion loan portfolio.

Ms. McDowell received her undergraduate and master's degrees from Pennsylvania State University. She resides in Chevy Chase, Maryland.
