OPM Issues Its Guide On Governmentwide Telework Programs


Washington, D.C. -- The U.S. Office of Personnel Management has released a handbook on governmentwide Telework programs. Telework: A Management Priority -- A Guide for Managers, Supervisors, and Telework Coordinators is a helpful resource that provides agencies and employees with current guidance and support to increase the use of Telework. In addition, it discusses the critical elements needed to create a successful Telework program.

“Telework is an important and attractive work option for the federal government and its employees, while providing another flexibility for responding to emergency situations and complementing their existing continuity of operation plans,” said OPM Director Kay Coles James. “It also has the benefit of helping employees balance their work and personal responsibilities. Telework benefits our transportation systems, conserves resources, and improves the quality of life while at the same time making federal service attractive to prospective employees and encouraging current employees to remain in federal service.”

James went on to say that “Agencies are also recognizing telework as another valuable tool to use in implementing President Bush’s New Freedom Initiative by providing greater access to the workplace for people with disabilities.” Finally, James stated her appreciation for the leadership on this issue demonstrated by Virginia Congressman Frank Wolf who has “long been a champion of teleworking.”

Some of the chapters in the guide focus on the different types of Telework programs, how to set up a program, and what must be done to overcome challenges to Telework. The guide also provides training materials, frequently asked questions and answers, and program assessment tools.

The guide follows an OPM report that shows that the number of teleworkers has doubled since OPM’s last survey in 1998. The report also points out that agencies are making significant progress in Telework policy development and implementation.
