COUNCIL PRODUCES HANDBOOK
TO ASSIST AGENCIES
Washington, D.C. -- The National Partnership Council, established as part of Vice President Al Gore's reinventing government initiative, has produced a handbook on how to form productive labor-management partnerships in the federal workforce.
In an introduction to the handbook, Vice President Gore writes, "By forming labor-management partnerships, productivity and morale can improve as federal agencies move away from traditional adversarial to more cooperative relationships in which consensual methods of dispute resolution, such as alternative dispute resolution and interest-based bargaining, are used."
The National Partnership Council is composed of federal officials, the presidents of American Federation of Government Employees, National Treasury Employees Union, and National Federation of Federal Employees, and a representative from the Public Employee Department of the AFL-CIO. The Council has sought the input of both labor and management stakeholders in compiling a list of approaches and resources to assist federal agencies in forming cooperative relationships.
OPM Director Jim King, who serves as Council Chair, praised the work of all who contributed to the handbook. "Thanks to the dedicated efforts of everyone involved in putting together this valuable resource guide, agencies now will have a solid framework from which to establish and build partnerships that will benefit government as a whole, the federal employee and the taxpayer."
