Family Centered Substance Abuse Treatment Grants for
Adolescents and their Families
(Short Title: Assertive Adolescent and Family Treatment)

Key Dates:

The Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Treatment (CSAT) announces the availability of FY 2006 funds for Family Centered Substance Abuse Treatment Grants for Adolescents and their Families (hereafter referred to as the Assertive Adolescent and Family Treatment program). Grants under this program are authorized under Section 509 of the Public Health Service Act, as amended. The program addresses the Healthy People 2010 focus area 26-Substance Abuse.

SAMHSA’s Services Grants are designed to address gaps in substance abuse services and/or to increase the ability of States, units of local government, federally recognized tribes, tribal organizations, and community- and faith-based organizations to help specific populations or geographic areas with serious, emerging substance abuse problems. SAMHSA intends that its Services Grants result in the delivery of services as soon as possible and no later than 4 months after award (for State applicants, the delivery of services must begin within 60 days of award).

Eligibility

Eligible applicants are domestic public and private nonprofit entities. For example, State and local governments; federally recognized tribes; State recognized tribes, urban Indian organizations (as defined in P.L. 94-437, as amended); public or private universities and colleges; community- and faith-based organizations; and tribal organizations may apply. The statutory authority for this program prohibits grants to for-profit organizations.

State applicants must propose to implement a project at a single site within the State, must have a selected site at the time of application, and must be ready to begin delivering services within 60 days of award.

Award Information

It is expected that up to $5.2 million will be available to fund up to 17 awards in FY 2006. Annual awards are expected to be $300,000 per year in total costs (direct and indirect) for up to 3 years.Proposed budgets cannot exceed $300,000 in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, and timely submission of required data and reports.

State applicants may not request administrative costs. Funds are to be used to pay for services delivery (not the cost of implementing a competition among providers to be funded to implement this grant). The grant is not a pass-through.

Cost sharing is not required.

Awards will be made as grants.
