Clark, Kade Receive Presidential Award

Recipients of this year’s Distinguished Presidential Rank Awards included two SAMHSA leaders – H. Westley Clark, M.D., J.D., M.P.H., and Daryl Kade, M.A.

Dr. Clark and Ms. Kade were honored by President Bush and Health and Human Services Secretary Mike Leavitt at a recent presentation.

Director of SAMHSA’s Center for Substance Abuse Treatment (CSAT), Dr. Clark has served as a member of the Senior Executive Service (SES) for more than 10 years. The SES is charged with leading the continuing transformation of Government.

Ms. Kade serves as Associate Administrator for Policy, Planning, and Budget. As an SES member for the past 7 years, Ms. Kade has significantly changed the way that SAMHSA plans and budgets its funding.

Instrumental in developing several key policy initiatives, Ms. Kade has excelled as a leader within her own office as well as the entire Agency. She helped incorporate “matrix management” into the way SAMHSA does business, to promote program accountability and effective stewardship of Federal funds, and to ensure alignment of programs with strategic goals.

Ms. Kade has restructured the grants and contracts policy review processes to improve the efficiency and effectiveness of those reviews, which are so critical to determining what programs SAMHSA will fund to help address public health issues at the national, state, and community levels.

In 2004, she received the Meritorious Presidential Rank Award in recognition of her outstanding and innovative accomplishments.

A Commitment to Excellence

Dr. Clark is a licensed physician, board-certified psychiatrist, and a licensed attorney. His commitment to excellence, coupled with his results-driven management style and his public health training, have established him as a leader and advocate for quality, sustainable, cutting-edge, and effective substance abuse treatment programs.

Most recently, Dr. Clark led the Access to Recovery grant program, which is a Presidential initiative that demonstrates the feasibility of involving grassroots and faith-based organizations in a recovery-oriented system of care.

In recognition of his outstanding and innovative accomplishments, Dr. Clark received the Meritorious Presidential Rank Award in 2003.

Presidential Rank Awards are conferred on a select group of career civil service executives who, through their personal conduct and results-oriented leadership, have earned and kept a high degree of public confidence and trust. These are people who have served the American people in an exceptional way over an extended period of time, and demonstrate a relentless commitment to public service.
