STATEMENT OF FBI RESPONDING TO OFFICE OF THE INSPECTOR GENERAL REPORT "THE FEDERAL BUREAU OF INVESTIGATION'S COMPLIANCE WITH THE ATTORNEY GENERAL'S INVESTIGATIVE GUIDELINES"

Washington, D.C. -- The FBI welcomes the Office of the Inspector General's (OIG) report and assessment of our compliance with four sets of Attorney General Guidelines that govern important aspects of our investigative activity. The OIG found the FBI was generally compliant with the guidelines. It also found, however, a significant number of instances of administrative non-compliance with the Confidential Informant Guidelines.

Confidential informants and other confidential human sources are critical to the FBI's ability to carry out our counterterrorism, national security and criminal law enforcement missions. A source can have a singular piece of information we could not otherwise obtain, enabling us to prevent a terrorist act or crime or apprehend a fugitive. It is important that we have a vigorous and effective human source program which complies with legal and departmental requirements.

In light of this, several months ago and in conjunction with the Department of Justice, the FBI's Directorate of Intelligence initiated a comprehensive project to review and revise our Confidential Human Source program. The goals of the project are to develop new policies and processes for the utilization of confidential human sources that will simplify and standardize administrative procedures, clarify compliance requirements, and improve compliance with the Attorney General Guidelines. Many of the recommendations made by the OIG have already been incorporated into the project; others are under consideration. The project will enhance the effectiveness of our confidential human source program, and improve our ability to develop intelligence critical to the nation's security.

We appreciate the OIG's insights, and will continue to work with the Department of Justice to enhance and improve our confidential human source program.
