Thomas
J. Harrington Named Associate Executive Assistant Director
of National Security
On
March 14, 2008, Director Robert S. Mueller, III appointed
Thomas J. Harrington Associate Executive Assistant Director
(AEAD) of the National Security Branch (NSB). In this new
role, he joins the NSB leadership team that includes Executive
Assistant Director Art Cummings and AEAD Philip Mudd. AEAD
Harrington will continue to lead the Strategic Execution
Team (SET), which Director Mueller established in September
2007 to build on and accelerate efforts to enhance the FBI's
performance of its national security mission. AEAD Harrington
is a 23-year veteran of the FBI's criminal and national
security programs. Before leading the SET initiative, he
served as Deputy Assistant Director for Counterterrorism.
Mr.
Harrington entered on duty as a special agent with the FBI
in 1984. Upon completion of training at the FBI Academy
in Quantico, Virginia, he was assigned to the Denver Division.
In Denver, he specialized in white collar crime matters,
including financial institution and securities fraud investigations.
In June 1991, he was assigned as a Supervisory Special Agent
in the Criminal Investigative Division at FBI Headquarters.
During that time, Mr. Harrington oversaw the FBI's national
insurance and securities fraud initiatives.
In
November 1993, Mr. Harrington was designated Supervisory
Special Agent of the Economic Crimes Squad and the White
Collar Crime Coordinator within the Philadelphia Division.
He was instrumental in the proposal and subsequent establishment
of a Russian/Eastern European Criminal Enterprise Squad
in Philadelphia in 1998. He served as supervisor of this
new squad until his promotion to Assistant Special Agent
in Charge (ASAC) of the Philadelphia Division in August
1999. As ASAC, Mr. Harrington maintained managerial oversight
of the Organized Crime/Drug and Violent Crimes/Major Offenders
programs in Philadelphia. He also played a major role in
the establishment of the NSB in 2005.
In
2002, Director Mueller appointed Mr. Harrington Deputy Assistant
Director (DAD) for Counterterrorism, Operational Support
Branch. During his tenure as DAD, he had administrative
oversight for the Counterterrorism Division and managerial
responsibility for the Foreign Terrorist Tracking Task Force,
the Counterterrorism Operational Response Section, and the
National Threat Center.
Mr.
Harrington is a 1978 graduate of Mount St. Mary's College
in Emmitsburg, Maryland, and a 1990 graduate of the Stonier
Graduate School of Banking, American Bankers Association,
University of Delaware, in Newark, Delaware. Mr. Harrington
received the Presidential Rank Award for Distinguished Executive
in 2006.
