Upcoming Fingerprint Training Classes

D. Training Services

The CJIS Division is currently offering three training courses: "Taking Legible Fingerprints","Basic Pattern and Recognition" and "How to Read a Rapsheet".

1. "Taking Legible Fingerprints" is a one-day course, from 8 a.m. to 4:30 p.m. Attendees will learn the recognition of fingerprint patterns, techniques for taking fingerprints, guidelines for preparation of both criminal and civil fingerprint cards, and techniques on how to avoid fingerprint submissions from being rejected. Classes will be offered at the CJIS Division in Clarksburg, WV on the following dates: January 10, 2007, February 7, 2007, March 7, 2007, April 4, 2007, May2, 2007, June 6, 2007, August 8, 2007, September 5, 2007, and October 3, 2007.

2. "Basic Pattern and Recognition" is a three-day course, from 8 a.m. to 4:30 p.m. Attendees will learn the basic fingerprint pattern types and classification formulas: Henry System, National Crime Information Center, and the new Integrated Automated Fingerprint Identification System Pattern Classification. The instructor will provide comparison training which consists of determining if a current fingerprint card is identical with a master fingerprint card and provides hands-on training in the proper procedures for taking legible fingerprints. Classes will be offered at the CJIS Division in Clarksburg, WV on the following dates: January 23-25, 2007, February 13-15, 2007, March 20-22, 2007, April 17-19, 2007, May 15-17, 2007, June 19-21, 2007, August 21-23, 2007, September 18-20, 2007, October 16-18, 2007, and November 6-8, 2007.

3. "How to Read a Rapsheet" is a one-day course from 8 a.m. to 4:30 p.m. This program is designed for individuals who review FBI Identification Records (Rap Sheets) resulting from an FBI Fingerprint Background Check related to employment or licensing. This program provides a general overview of the types and format of information found in Rap Sheets.

Note: This program does not cover every scenario you may encounter when reviewing Rap Sheets.

If you are interested in attending one of the classes, please fax a letter of request for training to Kelly Ayoob, Management and Program Analyst, Module E-2, facsimile at (304) 625-2337, or via e-mail at fingerprint_training@leo.gov.

In your request, please specify the date(s) you would like to attend, and the name(s), social security number, date of birth, and place of birth for all individuals attending from your agency. (Please make this a separate page from your request letter.) Please note: If an attendee has a birthplace outside of the U.S., he/she needs to include an Alien Registration Number, if applicable. Classes will be filled on a first-come, first-serve basis. Once your written request is received, you will be contacted by the training instructor verifying the date of your training.

It is the goal of the Identification and Investigative Services Section of the CJIS Division to enhance customer service and reach out to more customers by offering an aggressive training schedule at the CJIS Division. By eliminating numerous trips, our staff will be able to remain on-site and provide more opportunities for agencies to send representatives for training in West Virginia. The travel costs will be the responsibility of the requesting agency. The CJIS Division does offer a listing of area accommodations and directions to the site from various locations. A shuttle service is available from various hotels to the CJIS Division on the training days. This service must be requested at the time your class reservation is made.

To assist agencies that cannot attend classes, a Web page has been established on Law Enforcement Online (LEO), a secure online method for law enforcement agencies to share information. The Web page includes:

The CJIS Division accepts requests for our training staff to travel to your area. Training requests to travel out will only be considered for a group minimum of 15 attendees.

3. Training Group Chat Sessions

The FBI's Criminal Justice Information Services (CCIS) Division will be hosting an IISS chat session on LEO on the second Wednesday of every other month at 2 p.m., EST. The function of each chat session is to provide an informal means to facilitate discussion and provide fingerprint training support.

Please note: The chat sessions are not intended to replace formal CJIS communications, such as CJIS Information letters, nor should they be considered training. Although each session will have a topic, discussions, and questions are not limited to that topic.

You must have access to LEO in order to participate in this chat.

All chat session participants must have Microsoft Chat installed on their computer. Microsoft Chat is available as a free download on LEO.

Instructions on How to Set Up Chat

_ Make sure you are signed on to SmartPass and onto LEO.

_ Download Microsoft Chat v2.5 from LEO at the following location:

http://home.leo.gov/support/resources.shtml.

_ Scroll down to the Microsoft Chat v2.5 Zip drive and left click with the left mouse button. (It is located just above the heading Compatibility Tables and the last Download listed.)

_ Pop-up - click on save.

_ Save to Desktop.

_ Save complete - click close.

_ Right click on microsoft_chat_v2-5 icon on desktop.

_ Left click on extract. You will extract files to your desktop.

_ To do this make sure the desktop folders/drives is highlighted then left click on extract.

_ Close the WinZip - microsoft_chat_v2.5zip window.

_ Double click with your left mouse button on the mschat25 icon which should now be on your desktop.

_ Pop-up - Install Microsoft Chat 2.5? Click yes.

_ Pop-up - asking you to read and accept the license agreement. Click yes.

_ Right click again on mschat25 icon on your desktop.

_ Under the folders/drives window, make sure you left click on the W drive to highlight. (This should be the last drive before My Network Places.)

_ Left click on extract.

_ Pop-up - confirm file replacement. Left click on yes to all.

_ Close out of WinZip - mschat25.exe window.

_ Double click with left mouse button on My Computer icon.

_ Double click with left mouse button on your W drive.

_ Locate the cartoon-like chat icon.

_ Right click on this icon and choose create shortcut.

_ Left click on the shortcut to chat icon and drag it to your desktop.

_ Close out of the drive you saved your chat in.

_ Double click with left mouse button on the shortcut to chat icon on your desktop.

_ Pop-up - failed to update the system registry. Please try using REGEDIT. Click on close.

_ Pop-up - Microsoft Chat. Click on ok.

_ Pop-up - chat connection will appear. Under server, make sure it says chat.leo.gov.

_ The radio button should be on at go to chat room. Type here the chat room you wish to go into. Example: #ncic_chat or #practice_chat .
