Competitive grants — also known as discretionary grants — are financial awards for which a federal agency has the discretionary power to:

  • Select the recipient from among all eligible recipients.
  • Decide to make or not make an award based on the programmatic, technical, or scientific content of an application.
  • Decide the amount of funding to be awarded. 

Individuals, organizations, localities, and state agencies in Virginia are now eligible — and encouraged — to apply for a number of competitive grants that have become available through the ARRA.

A listing (pdf, 352kb) of current available ARRA grants will be updated as the Commonwealth receives new information.  Alternative reference documents are also available at the White House’s Recovery Plan website and a number of federal agency websites.

It is highly recommended that individuals or groups interested in applying for a competitive grant register as soon as possible to avoid delays or issues as the federal website may become overloaded due to high traffic. You may also want to submit print copies of your grant application in addition to your electronic application, as the electronic process may be overwhelmed due to the high volume of applications anticipated.
