The Government Contract Assistance Program — Oregon's Procurement Technical Assistance Program (PTAP) is sponsored and brought to you by the Organization for Economic Initiatives (OEI), the Defense Logistics Agency (DLA). the Oregon Economic and Community Development Department (OECDD) and the Oregon Department of Transportation (ODOT).
Specific assistance and more is provided in the following areas:

- Registering on all appropriate web sites (CCR&ORCA)
- Matching a firm’s product or service with that being purchased by the federal government
- Interpretation of solicitations
- Obtaining specifications

The Department of Defense, Procurement Technical Assistance Program (PTAP) was established by congress in 1985 to assist private sector businesses in marketing goods and services to the Department of Defense (DOD). GCAP was awarded the first PTAP cooperative agreement funds in 1986. The program was eventually expanded to iinclude the entire state in 1989.
Later in almost every state Procurement Technical Assistance Centers (PTAC) were created and funded by host states, universities, economic development centers and the Defense Logistics Agency to provide more direct service to businesses.
