Jerry Fuller achieved a BS and a MA degree in Rehabilitation Counseling from Michigan State University in 1977. Between undergraduate and graduate work he was a VISTA Volunteer (now called Ameri-Corps) for 3 years in Wales, Alaska, on the Bering Strait. 

Jerry worked until 1990 as a Disability Analyst and branch manager, processing Social Security and Supplemental Security Income for 17 years in both Michigan and Oregon.

In 1990 Jerry began working for Oregon Medicaid, starting as the practitioner program and policy supervisor and ending as the head of program and policy. For four years he worked as a budget analyst in the Oregon Department of Human.  In 2003 he moved back to Alaska and began in Medicaid again, becoming the director in 2005 to the present.
