The FFIEC publishes various nationwide census data that are used as input to HMDA/CRA reporting, processing, analysis and to verify HMDA/CRA property location information. The census data products are listed below and further descriptive information is provided at each product link. Census data generally become available in the second quarter of the current year. Data through calendar year 2008 are now available. The products for years 1990 - 2008 are available from a couple different sources; the source depends on the year of interest (see more details in product links below).
Census products used for CRA and HMDA data reporting and analysis purposes from 2003 forward are based on the U. S. Census Bureau’s 2000 census data; products for years previous to 2003 are based on the 1990 Census information. When reporting CRA and HMDA data, it is critical that you use the correct census tract information. Using incorrect tract numbers will result in invalid data submissions when you file your annual CRA and/or HMDA reports.
If you rely on outside vendors to identify the tract location of your institution's loans (the geocoding process), please verify that they are using the correct census information. The accuracy of your annual CRA and HMDA submissions, including the use of correct geocoding information, is your responsibility.
The Census Windows Application and the FFIEC Census Reports provide census data used as input to HMDA and CRA reporting, processing, and analysis. The FFIEC updates the Windows Application and the Census Reports annually to reflect changes to MSA/MD boundaries announced by the Office of Management and Budget (OMB), income estimates developed by the United States Department of Housing and Urban Development (HUD), and include CRA distressed/underserved tracts as announced by the federal banking regulatory agencies.
Beginning with calendar year 2007, the Census Windows Application (previously known as Census Data on CD-ROM) was introduced and available free of charge via download from the FFIEC CRA web site (http://www.ffiec.gov/cra/censusproducts.htm#censusdata).
The Census Windows Application includes printable reports and an option to export data to spreadsheet or text formats. The Census Tract Listing, MSA/MD Median Family Income Listing, Counties Located in Non-Metro Areas Listing, and Census – Geography Only for HMDA and/or CRA reporting can be produced from the Census Windows Application.

If downloading the 2008 Census Windows Application is not feasible (e.g. PC without Internet connectivity), or for previous year versions (back to 2005), please complete the Data Order Form and fax it to 202-452-6497. For years prior to 2005, contact the National Technical Information Service (NTIS) for availability, cost, and media type information (http://www.ntis.gov/products/bank-hmda.aspx).
Counties Located in Non-Metro Areas Listing
The listing shows all county codes in non-metro areas by state. For years 2008 and 2007, the listing can be produced from the Census Windows Application; for years 2004 through 2006, the listing can be produced from the CD-ROM. The listing for years 2001 through 2003 are on the Internet. In addition, counties located in non-metropolitan areas for 2004 and forward are identified in Appendix F of A Guide to HMDA Reporting: Getting It Right!

HUD Estimated Metropolitan Area Median Family Income Listing
The listing shows the HUD estimate for the fiscal year that corresponds to the year for which the loan application data are reported. For 1997 and years thereafter, the listing includes median family incomes for non-metro areas by state. This information is calculated by taking the median family incomes of all census tracts by state outside of the metropolitan area boundaries. The 2003 median family income figures on this site differ slightly, for several statewide non-metropolitan areas, from data posted on the Census website or available from an outside vendor. These data differences are minor and would not affect our evaluation of an institution’s performance. When doing their analyses, examiners will accept whichever of these data an institution used.
