Carmelo Gaytan-Salais is wanted for committing several crimes in El Paso, Texas. On June 10, 2002, two United States Border Patrol Agents were assigned to watch an area near the United States -- Mexico border that was known for vehicles entering illegally into the United States. During their surveillance, the Agents noticed the driver of a sports utility vehicle (SUV) approaching the United States border. The Agents proceeded to intercept the SUV, allegedly driven by Gaytan-Salais, as it crossed a bridge. The SUV did not stop and hit the Agents' vehicle, while both Agents inside identified themselves and ordered the driver to stop. While the SUV backed up, both Agents exited their vehicle and the driver allegedly drove straight toward them. Both Agents fired their weapons at the driver, and he fled in the SUV. Shortly thereafter, Gaytan-Salais drove into the Rio Grande River and damaged his vehicle. He then fled to Mexico.
Gaytan-Salais was indicted by a federal grand jury on November 13, 2002, in the United States District Court, Western District of Texas, El Paso Division, in a four-count indictment charging him with possession with intent to distribute a controlled substance, conspiracy to possess a controlled substance with intent to distribute, and two counts of assault of a federal officer.
