Proposed Collection; Comment Request for Review of a Revised Information Collection: Forms RI 20-7 and RI 30-3

SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Pub.
L. 104-13, May 22, 1995), this notice announces that the Office of
Personnel Management (OPM) intends to submit to the Office of
Management and Budget (OMB) a request for review of a revised
information collection. RI 20-7, Representative Payee Application, is
used by the Civil Service Retirement System (CSRS) and the Federal
Employees Retirement System (FERS) to collect information from persons
applying to be fiduciaries for annuitants or survivor annuitants who
appear to be incapable of handling their own funds or for minor children.

information collection. RI 30-1, Request to Disability Annuitant for
Information on Physical Condition and Employment, is used by persons
who are not yet age 60 and who are receiving disability annuity and are
subject to inquiry as to their medical condition as OPM deems
reasonably necessary.

approved information collection. RI 30-10, Disabled Dependent
Questionnaire, is used to collect sufficient information about the
medical condition and earning capacity for the Office of Personnel
Management to be able to determine whether a disabled adult child is
eligible for health benefits coverage and/or survivor annuity payments
under the Civil Service Retirement System or the Federal Employees Retirement System.

Suitability

SUMMARY: In support of its mission to ensure the Federal Government has
an effective civilian workforce, the Office of Personnel Management
(OPM) is proposing to amend its regulations governing Federal
employment suitability. The proposed regulations would: authorize
agencies to debar from employment for up to three years those found
unsuitable, extend the suitability process to those applying for or who
are in positions that can be non-competitively converted to the
competitive service, provide additional procedural protections for
those found unsuitable for Federal employment, and clarify the scope of
authority for the Merit Systems Protection Board (MSPB or Board) to
review actions taken under the regulations. OPM is also proposing
changes to make the regulations more readable.

Federal Employees Health Benefits Program: Discontinuance of Health Plan in an Emergency

SUMMARY: The Office of Personnel Management (OPM) is issuing a final
rule to amend the Federal Employees Health Benefits (FEHB) regulations
regarding discontinuance of a health plan to include situations in
which a health plan becomes incapacitated, either temporarily or
permanently, as the result of a disaster.

SUMMARY: The Office of Personnel Management is issuing final
regulations to amend the incentive awards regulations. The amended
regulations clarify that if agencies grant rating-based awards, they
must base such awards on a rating of record of "Fully Successful" (or
equivalent) or higher. In addition, agencies must ensure that rating-
based awards granted make meaningful distinctions based on levels of performance.

Repayment of Student Loans

SUMMARY: The Office of Personnel Management (OPM) is issuing proposed
regulations to revise the rules governing the authority to offer
student loan repayment benefits to current Federal employees or
candidates for Federal jobs when necessary to recruit or retain highly
qualified personnel. These revisions include certain policy changes and
clarifications to assist agencies in taking full advantage of the
Federal student loan repayment program.
