Which laws and regulations govern each Program?

Answer:

The Federal Flexible Spending Accounts Program (FSAFEDS) follows Internal Revenue Service (IRS) guidelines to determine eligible expenses and other requirements for participation in a Flexible Spending Account (FSA) issued under Sections 105, 125, and 129 of the Internal Revenue Code and the Defense of Marriage Act PL 104-109.
