Each of the Forest Plans has been amended numerous times since
they were signed in 1990. This document lists all of the amendments
for the Malheur, Umatilla, and Wallowa-Whitman National Forest Plans.
Current Management Situation
The DRAFT Current
Management Situation Report is available!
Analyzing and evaluating the management situation is a key step
in the initial phases of revising a Forest Plan. Relevant information
has been gathered as it relates to current management policy and
conditions. The Revision Team has looked at the existing plan and
focused on portions that may need changing. The Team has described
the existing management direction or resource management conditions
and described an expected future condition of the national forest
lands within the planning area if current management direction were
to continue. All of this information is summarized in the DRAFT
Current Management Situation Report.
Assessment Report: Challenges to and Opportunities for Collaboration
on the Blue Mountains Forest Plan Revision
The Revision Team contracted with Martha Bean of Collaborative
Focus, through the U.S. Institute for Environmental Conflict Resolution,
to provide neutral facilitation services for the revision effort.
Martha worked with the Team and communities throughout the Community
Collaborative Workshop series. As part of Martha's contract, she
prepared this report which assesses the strengths and opportunities,
as well as the barriers and challenges facing those participating
in the Blue Mountains forest plan revision process. Click

DRAFT Species Lists
The Forest Service's draft planning directives (FSH 1909.12) identify
the following three groups of species that need to be tracked through
the plan revision process: federally-listed species, species-of-concern,
and species-of-interest. The species-of-concern and species-of-interest
are selected based on criteria established within the planning directives.
Federally-listed species are identified by the U.S. Fish
and Wildlife Service and, in the case of anadromous fish species,
the National Marine Fisheries Service, under the Endangered Species
Act.
The "focal species" that will be used in the land management
plan revision will be selected from these lists. Focal species
are those that are determined to reflect the habitat requirements
and risks for all the other species within that particular habitat
group. Using focal species provides Forest Service specialists
with a practical approach to analyzing the effects of management
activities on desired native plant and animal species diversity
within terrestrial and aquatic ecosystems, reducing the rate of
species endangerment by contributing to species recovery.

DRAFT Executive Summary
Need for Change
The Blue Mountains Forest Plan Revision Team has examined the current
forest plans for the three forests, and they reviewed the current
conditions on the three forests. The DRAFT
Executive Summary Need for Change summarizes the major aspects
that the three Forest Supervisors believe should be changed through
the revision process.
