Through the Exploration Systems and Aeronautics Research (ESAR) Division, NASA is working with its international counterparts to advance the U.S. Space Exploration Policy and NASA’s mission in exploration systems and aeronautics research. Some examples of our liaison efforts include NASA scientists working with Russian astrobiologists to launch life science experiments to study the biological hazards that threaten astronauts in space; German researchers using NASA wind tunnels in Virginia to improve flight dynamics; and working with counterparts from thirteen space and science organizations from around the world to coordinate our respective human and robotic exploration plans.

ESAR oversees all international efforts and provides policy and programmatic support on international matters to two of NASA’s four principle organizations: the Exploration Systems Mission Directorate (ESMD) is responsible for creating new capabilities for affordable, sustainable human and robotic exploration; and the Aeronautics Research Mission Directorate (ARMD), is pioneering and proving new flight technologies that improve our ability to explore and which have practical applications on Earth. ESAR also provides international policy guidance and programmatic support to NASA’s Office of Education (OE), which has the primary responsibility for leveraging NASA people, content and facilities  to attract and retain U.S. students to pursue careers in science, technology, engineering, and mathematics.

Supporting the international aspects of these directorates entails drafting and negotiating international agreements, preparing briefing materials, presentations, and policy recommendations for senior NASA managers, and providing advice on the implementation of the international aspects of their respective programs.

ESAR is also the lead division for NASA's relations with Canada and Europe.

Future Direction

As NASA strives to advance the U.S. Space Exploration Policy—ESAR, in support of ESMD, continues to focus on maintaining an open dialogue with the international community regarding with the goal of maximizing opportunities for space exploration cooperation.
