Dennis Lockard
General Counsel
Dennis Lockard is the General Counsel for the Committee for Purchase From People Who Are Blind or Severely Disabled (Committee). He assumed this position effective September 1, 2007.
Prior to joining the Committee as General Counsel, Lockard served as Associate General Counsel for the Peace Corps and as a Senior Attorney for the Department of the Treasury. Lockard retired from the United States Air Force (USAF) in 2001 after serving in several senior-level litigation and management positions with the USAF Judge Advocates General’s Department.
Lockard received his law degree from University of the Pacific, McGeorge School of Law, Sacramento, California in 1984. He was awarded a master of laws degree specializing in government procurement from The Judge Advocate General’s Legal Center and School, Charlottesville, Virginia in 1995.
