Robert T. Kelly, Jr. was appointed by President George W. Bush to the Committee for Purchase From People Who Are Blind or Severely Disabled (Committee) in July 2003, as a private citizen representing the interests of nonprofit agency employees who are severe disabilities.

Kelly retired in 2005 from his position as a Customer Service Attendant at BellSouth in Miami Springs, Florida, where he had been an employee since 1976. Previous to his appointment to the Committee, Kelly has served on a number of disability-related boards and councils including two terms on the U.S. Access Board (appointed in both 1987 and 1990), where he worked on drafting rules for the Americans with Disabilities Act; and a term on the Florida Developmental Disabilities Council (appointed in 2000), which helps plan individual and family-centered supports for persons with disabilities in Florida.

Kelly holds a B.A. in Political Science from Florida International University and an Associate of Arts in Pre Law from Miami Dade Community College. He has devoted much of his time over the years to various civic and charitable organizations, including the U. S. Junior Chamber of Commerce (Jaycees) and the Leukemia Society of America, and he has participated in numerous local, state and federal political campaigns, most recently holding the position of Disability Coalition National Co-Chairman for Bush-Cheney, 2000.

Kelly's civic and professional distinctions include being named the Carol City Jaycees' "Jaycee of the Year" for 1979 and the Outstanding Young Men of American Organization's "Outstanding Young Man of America" for 1984.
