Louis R. Bartalot
Director, Program Analysis & Evaluation
Bartalot is the Director of Program Analysis & Evaluation for the Committee for Purchase From
People Who Are Blind or Severely Disabled. The Committee is an independent federal agency
responsible for directing and managing the AbilityOne Program through which federal activities
purchase goods and services from nonprofit agencies associated with National Industries for the
Blind (NIB) and NISH (serving people with a wide range of disabilities). AbilityOne Program
procurements provide high quality goods and services needed for the operation of the federal
government, while providing employment and training opportunities for tens of thousands of
people who are blind or have other severe disabilities.
Bartalot joined the Committee’s staff as the Associate Director for Facility with responsibility for
oversight of the staff reviews of agencies participating in the AbilityOne Program. These reviews
covered issues unique to doing business within the authority of the AbilityOne Program, as well as
the employment of persons with severe disabilities.
Other positions Bartalot held previous to joining the Committee include: Director of Application

Abex Corporation, Winchester, Va.; Quality Supervisor, ITT Teves; Culpeper, Va.; Product
Design Engineer, Ford Motor Company, Dearborn, Mich.; and Product Development Engineer,
Ford Motor Company, Dearborn, Mich.
In addition, Bartalot served seven years on active duty with the U.S. Army Corps of Engineers.
He holds a Master of Science from Eastern Michigan University, a Master of Arts from Central
Michigan University, and a Bachelor of Science from Michigan Technological University.
