Arturo Montes De Oca and his sister-in-law, Cinthya Janeth Rodriguez, are wanted for the alleged kidnapping and murder of Rodriguez's boyfriend. The victim's vehicle was discovered the following morning with blood stains in the rear passenger seat and blood splatter around the interior and exterior of the vehicle, and the victim's brother received ransom calls from the alleged kidnappers. On March 19, 2008, a grave site was located approximately 15 yards from De Oca's apartment in Moreno Valley, California, and the victim's body was discovered.

A state arrest warrant was issued in Riverside County, California, on April 23, 2008, after De Oca was charged with murder. He was charged federally with unlawful flight to avoid prosecution and an arrest warrant was issued by the United States District Court, Central District of California, on April 28, 2008.
