The Child Mental Health Initiative offers cooperative agreements to
develop systems of care that deliver effective comprehensive community
mental health services for children and adolescents with serious emotional
disturbance and their families. The cooperative agreements will award funds
to develop community service systems for the target population, to fund a
broad array of services within these community service systems, and to
participate in a national multi-site evaluation.
Approximately $13 million will be available for 13-16 awards. About $6 million of these funds will be set aside to fund up to four cooperative agreements in cities with a population larger than 500,000, and up to two cooperative agreements in territories. About $7 million will be for 7-10 cooperative agreements awarded to states, counties, cities, tribes and tribal organizations. This program includes a matching requirement that is further described in the full text of Part I of the announcement. |

| SAMHSA applications consist of three parts: | ||

1. "Part I: Programmatic Guidance" of the
Guidance for Applicants (GFA) provides details about the specific program.
|
||
|
2. "GFA Part II" gives standard provisions for SAMHSA applications. However, not all GFAs require Part II. The latest edition of Part II is always available by mail or for electronic downloading from this website. |
||
|
3. SAMHSA applications require forms PHS 5161 and
SF-424. These forms are available online from the Program Support
Center of the U.S. Department of Health & Human Services.

| 4. Notice to Applicants:
Effective immediately, all applications submitted to SAMHSA for grants and cooperative agreements must be delivered to the Center for Scientific Review (CSR), National Institutes of Health (NIH), by a recognized commercial courier (e.g., FEDEX, UPS, DHL, etc.) or a government courier (i.e., the United States Postal Service). Hand-carried applications will not be accepted. NIH has changed its policy regarding the delivery of applications because of the terrorist attacks on September 11 and the subsequent anthrax incidents throughout the country. This change in policy is necessary to provide for the safety of all individuals who must handle mail sent to the government. The notice regarding the revised policy was published in the NIH Guide to Grants and Contracts on November 13, 2001, and has been posted on the CSR web site at http://grants.nih.gov/grants/guide/notice-files/NOT-OD-02-012.html |
