Arthur M. Cummings, II – Executive Assistant Director, National Security Branch

Arthur M. Cummings, II was appointed by Director Mueller as Executive Assistant Director of the FBI’s National Security Branch on January 9, 2008. In that position, Mr. Cummings oversees the FBI’s Counterterrorism, Counterintelligence, Weapons of Mass Destruction, and Intelligence programs, as well as the Terrorist Screening Center. He is also the lead FBI official responsible for coordination and liaison with the U.S. Director of National Intelligence and the rest of Intelligence Community.

With more than 20 years of service in the FBI, Mr. Cummings brings a wealth of investigative and managerial experience – particularly in the counterterrorism arena – to the job. Immediately prior to his appointment as Executive Assistant Director, Mr. Cummings was the Deputy Assistant Director of the Counterterrorism Division at FBI Headquarters.

Since he became an FBI special agent in 1987, Mr. Cummings has been assigned to five field offices and to the Counterterrorism Division at FBI Headquarters three times. He has managed counterterrorism, counterintelligence, violent crimes, and drug programs in several field offices and has deployed overseas to support several major counterterrorism investigations.

Following the terrorist attacks on September 11, 2001, Mr. Cummings was assigned to the Counterterrorism Division at FBI Headquarters. He played a key role in the reorganization of the FBI’s counterterrorism program and later served as Chief of the Counterrorism Operational Response Section, responsible for the development and oversight of FBI operations in foreign theaters such as Afghanistan.

In 2003, Mr. Cummings became Chief of the International Terrorism Operations Section, responsible for developing and managing FBI strategy and operations directed against al Qaeda and its affiliated organizations and networks.

From November 2004 through December 2005, Mr. Cummings was Deputy Director of the National Counterterrorism Center (NCTC), a multi-agency organization dedicated to eliminating the terrorist threat to U.S interests domestically and abroad. Mr. Cummings was charged with implementing comprehensive intelligence reform legislation and with developing a national strategic operational plan for combatting terrorism. In December 2005, he became one of the first certified intelligence officers in the FBI.

After his tenure at NCTC, Mr. Cummings was named Special Agent in Charge of the Counterterrorism Division and Intelligence Branch of the FBI’s Washington Field Office. In that position, he was responsible for counterterrorism operations in the national capital region, as well as investigations of terrorist acts against U.S. citizens and interests overseas.

In recognition for his accomplishments, Mr. Cummings was awarded the 2004 Attorney General’s Award for Exceptional Service and the 2006 Presidential Rank Award for Meritorious Executive.

Mr. Cummings is a former Navy SEAL and is a Mandarin Chinese speaker. He is a graduate of the University of California, San Diego.
