Attorney José C. Feliciano has been appointed to Chair the Advisory Group for the United States District Court for the Northern District of Ohio. Mr. Feliciano is a partner with Baker Hostetler in Cleveland and has been a member of the Advisory Group since 2005. Mr. Feliciano intends to take a prospective view to recommending and promoting Advisory Group activities.

The Advisory Group is comprised of over 40 attorneys representing all areas of practice that come before the Court and also includes representatives of each of the law schools within the district. The Advisory Group’s mission is to bring matters of interest to the bar and the community to the attention of the Court and to assist in the implementation of Court adopted programs. The Advisory Group was established in 1991 when the Court was designated a demonstration district for Differentiated Case Management under the Civil Justice Reform Act of 1990. The Advisory Group helped develop and popularize the Differentiated Case Management Plan and wide menu of Alternative Dispute Resolution options which the Court has used since 1992. The Advisory Group has also provided the Court with recommendations on proposed changes to the federal and local rules, conducted a study of litigation costs, surveyed the bar on their opinions regarding magistrate judge utilization, established default standards for electronic discovery and assisted in the district’s continuing legal education and Congressional outreach efforts. The Advisory Group is currently working on a proposed Model Protective Order. The most positive aspect of the Advisory Group process, however, has undoubtedly been the continuing dialog that has been created on matters of interest to the bench and bar.

Mr. Feliciano replaces Dennis Rose, of Hahn Loeser in Cleveland, who had served as Advisory Group Chair since 1999. Prior to being appointed Chair, Mr. Rose led the Advisory Group Rules Subcommittee which developed the Court’s electronic filing rules, policies and procedures. Mr. Rose will continue to participate in Advisory Group activities in Emeritus Status. Prior Advisory Group Chairs were Louis Paisley (1991-1995) and Jeffrey Friedman (1995-1999).

The Court looks forward to continuing its ongoing dialog with the bar and the community through the Advisory Group process under the leadership of Mr. Feliciano for many years to come.
