New Scanner Settings 8/14/2009 The Administrative Office (AO) of the United States Courts has been working with the National Archives and Records Administration (NARA) regarding archival preservation and continued use of the scanned images in the Judiciary's Case Management/Electronic Case File (CM/ECF) system. The AO has asked all Courts to recommend scanner settings of 300 pixels per inch (ppi) or higher to all electronic filers using the CM/ECF system. These specifications refer to settings on scanners used in creating PDF documents that are uploaded into the CM/ECF system. Documents created from petition software vendors and word processing systems normally generate text based documents. The 300 ppi or greater specifications are recommendations for documents that are scanned in and saved in a PDF format as an image based PDF document, and they must meet these guidelines recommended by NARA. To make these changes on your scanners, please refer to the Users Guide for the scanner, or consult your Information Technology department or consultant for assistance.
Improved Speed to CM/ECF 8/14/2009 The Electronic Public Access Program Office of the United States Courts' Administrative Office upgraded the existing port speed of Texas Western Bankruptcy Court's Public Access Network Peerless IP service from 1.5MB per second to 4.5MB per second on Wednesday, August 5, 2009. This increase of three times the amount of data throughput will provide CM/ECF customers with improved service.
Verification of Attorney Filing Information 1/30/2006 A new feature to help keep attorney information current was added to the Case Management / Electronic Case Files (CM/ECF) System for U.S. Bankruptcy Court of the Western District of Texas. After entering your log in and password, you will be presented with a screen that displays your name, e-mail address, business address, and phone number. When you confirm the information is correct, you proceed to the Welcome screen. If the information needs to be corrected, you can proceed to your account information screen and change the information. Then you proceed to the Welcome screen. This would occur about every two months, not every time you log in.
Case Numbering Change 1/1/2006 We are returning to the usual case number ranges for bankruptcy type ("bk") cases for the filing of new cases:

Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 Implementation 10/20/2005, 11:00 a.m. The Case Management/Electronic Case Files (CM/ECF) system for the Western District of Texas has been upgraded for electronic filing under the new Bankruptcy Act.
Web Browser Requirement For PAY.GOV 08/28/2005 All CM/ECF users making fee payments through the Pay.gov web site must use Internet Explorer 5.5 or higher as their browser. This is the only browser supported by the most recent version 3.2, of the Treasury's Pay.gov system, which became effective today. Netscape will continue to work with CM/ECF so long as interaction with Pay.gov for fee payments is not necessary.
Internet Credit Card Tips Re: PAY.GOV 08/04/2005 1) Avoid navigating the Pay.gov Web site using your browser's Back Button; this may lead to incomplete data transmission and incorrect page upload. 2) Use the links provided whenever possible. 3) Press the "Submit Payment" button only once. Pressing the button more than once could result in multiple transactions.
Notice of Electronic Filing & U.S.Trustee 05/04/2005 Please take notice that the U.S.Trustee's name and e-mail address for cases filed in the San Antonio, El Paso, and Midland divisions do not appear on the Notice of Electronic Filing screen. However, the U.S. Trustee is a registered electronic filer and is a recipient of the Notice of Electronic Filing.
PACER Billing Increase 11/29/2004 In accordance with a decision of the Judicial Conference Committee on Court Administration and Case Management, PACER users will be charged 8 cents per page (up from 7 cents) starting January 1, 2005. This affects ECF-PACER users, who are currently billed seven cents per every PDF page. Charges remain limited to the first 30 pages for ECF-PACER users displaying PDF documents larger than 30 pages. When a document that exceeds 30 pages is requested, the receipt will state 30 billable pages. In addition, a statement will display above the receipt that states: "The document you requested is X pages. You will only be billed for 30 pages." where X represents the actual number of pages in the document. The document cap applies to PDF documents only.
Case Information Availability 03/07/2002 Case information for cases closed after January 1, 1997 can be retrieved from the CM/ECF PACER system. Information for cases closed prior to January 1, 1997 can be retrieved through the old dial-up version of PACER using your pacer login and password. The modem number is (210) 472-6261 or (888) 372-5708.
Document Availability 03/05/2001 Documents filed prior to 3/1/2001 cannot be retrieved from the Internet and can only be viewed by requesting a paper copy from the Clerk's office.
Scheduled System Maintenance 03/05/2001 CM/ECF System Maintenance is performed on Sunday mornings from 1:30 - 6:00 AM Central Time. Response time will be slower. Please try logging in at a different time if possible.
System Availability 03/05/2001 The CM/ECF System will be available 24 hours per day and 7 days per week, except between 6:00 AM and 6:15 AM each weekday when the system is unavailable for routine maintenance.
