 THE RHODE ISLAND “BLUEPRINT”

Since September 11, 2001, more than 3,800 members of the Rhode Island National Guard have been deployed, and more deployments are expected. As research and time have demonstrated, returning soldiers and their families present new challenges to the health care system. This presentation will describe an initiative undertaken to develop a system in which individuals, families, employers, academics, Veterans Affairs Medical Centers, Vet Centers, and other communities and service agencies can work cooperatively toward the development of an easily accessible and knowledgeable system of care for veterans, returning soldiers, and their families.

This session will provide an overview of state-of-the-art Post-Traumatic Stress Disorder (PTSD) assessment and treatment practices available for returning veterans and their families.  Specifically, an overview of the practices employed by the Center for the Study of Traumatic Stress (CSTS), a division of the Uniformed Services of Health Sciences’ Department of Psychiatry, will be reviewed.  These practices will include mental health responses addressing resilience, distress, health-risk behaviors, disaster behaviors, and psychiatric illnesses such as PTSD, acute-stress disorder, and depression.

 RETURNING VETERANS FROM THE NATIONAL GUARD AND RESERVES: HOW TO DEVELOP AND DELIVER POST-COMBAT RECOVERY AND REINTEGRATION

Returning Veterans who are members of the National Guard and Reserves require behavioral health and family support services as they face new challenges in the community and in their families.  This session will describe service systems that are responsive to these needs and will offer models of how to develop an effective community-based program that can address various aspects of adjustment. The program will emphasize supportive services that foster successful integration within the community. The presenters will describe both a national and a state perspective in the formulation of these programs.

 SELF-ASSESSMENT AND SELF-HELP FOR RETURING VETERANS AND THEIR FAMILIES

This session will present tools and approaches that participants can use to empower veterans and family members to become aware of mental health, alcohol-related, and other problems and to take charge of their recovery and well-being.  A new Department of Defense-sponsored Mental Health Self-Assessment and Referral Program for families and service members affected by deployment or mobi lization will be presented.  Insights, strategies, and tips from a new self-help book targeting veterans returning from Iraq and Afghanistan and their loved ones will also be discussed.  The presentations will offer specific techniques and resources that providers can implement in their agencies and communities to provide hope and direction.
