• The USD(AT&L) released a memo on Standardization of Work Breakdown Structures to Support Acquisition Program Management

• The Director, DPAP released a memo on EVM Requirements and Reporting

• The EVM Contract Requirements Checklist has been updated (http://www.acq.osd.mil/pm/documents/EVM_Contract_Req_Checklist_apr08.doc)

• The April 2008 EVMS DFARS clauses have been published and should be applied to new DoD contracts effective immediately.

• The USD(AT&L) has directed full implementation of the Central Repository System on all ACAT I programs. (USD(AT&L) Memo)

• AT&L publishes the DoD EVM roles and responsibilities.

• The DoD continues to recognize and use the EVMS guidelines in ANSI/EIA-748 (USD(AT&L) Letter).

• The USD(AT&L) continues to recognize and support DCMA's EVMS role (Memo: DCMA EVM Roles and Responsibilities).

• An updated version of the EVM Implementation Guide (EVMIG) that refers to the EVMS Intent Guide is available on the DCMA website under EVM System Surveillance, Section 5, Develop Risk-Based Approach.

• DoD recognizes NDIA's Earned Value Management Systems Intent Guide (USD(AT&L) Letter).

• The DoD Risk Management Guide dated August 2006 has been released (https://acc.dau.mil/CommunityBrowser.aspx?id=17757).

• The List of Suppliers With Validated EVM Systems is now available on the DCMA web site (http://guidebook.dcma.mil/79/index.htm).

• The EVM guidance in the Defense Acquisition Guidebook was updated November 2005 and is available for use. Please refer to Chapter 11, Section 11.3.

• The Integrated Master Plan and Integrated Master Schedule Preparation and Use Guide updated October 2005 is available for use.

• The International Memorandum of Understanding between Canada, Australia, and the United States extending the agreement another 10 years has been signed.

• The latest update to the WBS Handbook (MIL-HDBK-881A) is completed and available for use.

• On March 7, 2005, USD(AT&L) signed the EVM policy memo. This revised policy will streamline, improve and increase consistency in EVM implementation and application. Highlights of the new policy, revised Contract Performance Report (CPR) and Integrated Master Schedule (IMS) Data Item Descriptions (DIDs) are now available on the Assist web site. The new CPR forms (DD Form 2734/1-5) are available on the DoD forms web site.

There you will find training modules geared for the novice that introduce EVM topics and concepts for application in the business environment. Click here to go directly.

• The April 2003 version of The Program Managers' Guide to the Integrated Baseline Review Process has been added to this site. USD(AT&L) AR&A sent a memo to the Service Acquisition Executives directing conformace with this Guide to improve consistency of the overall IBR process.
