OCR ensures that people have equal access to and an opportunity to receive services from all HHS funded programs. Persons who believe they have been discriminated against -- because of race, color, national origin, age, sex, religion or disability (including HIV/AIDS) -- in health care or human services may file a complaint with OCR.

OCR also enforces the HIPAA Privacy Rule, a set of federal standards to protect the privacy of patients' medical records and other health information maintained by covered entities: health plans; most doctors, hospitals and many other health care providers; and health care clearinghouses. These standards provide patients with access to their medical records and with significant control over how their personal health information is used and disclosed. Persons with HIV/AIDS who believe that their health information privacy rights have been violated may file a complaint with OCR.

OCR Deputy Director for Civil Rights, Tamara Miller, Addresses New York Community Forum for World AIDS Day 2008

East Harlem, New York – December 2, 2008 – After being introduced by Manhattan Borough President Scott M. Stringer, OCR Deputy Director for Civil Rights, Tamara Miller, challenged her audience to “see themselves” as advocates and leaders in the continued fight against HIV/AIDS.  Speaking at the renowned Poet’s Den, site of New York City’s World AIDS Day 2008 observance, Ms. Miller implored participants to look at today’s diverse landscape and take a lead in the elimination of unlawful barriers which delay, deny and make treatment difficult.  The packed house at the Poet’s Den was not only enthusiastic but receptive to the challenge issued by Ms. Miller. 

This event was organized by OCR’s Region II office in New York City, in collaboration with the offices of Congressman Charles B. Rangel, State Senator José M. Serrano, Iris House, and Manhattan HIV Care Network.
