HISA Peer Review Plans for the Office of Science
The Treasury and General
Government Appropriations Act of FY 2001 directed the Office of Management
and Budget (OMB) to issue guidelines to Federal agencies for ensuring and
maximizing the quality, objectivity, utility and integrity of information
disseminated to the public. OMB adopted final Information Quality
Guidelines in January 2002, and the Department of Energy (DOE) adopted
implementing guidelines in October 2002. DOE’s Information Quality Program
covers all types of information disseminated to the public, including that
used in regulatory decision-making, statistical information, research, and
administrative data. In December 2004, OMB issued additional guidance
requiring that influential scientific information (ISI) and Highly
Influential Scientific Assessments (HISA) be peer reviewed by qualified
specialists before it is disseminated.
