HHSIdentity

Program Overview 

The HHSIdentity Program is responsible for identifying and implementing solutions that address Enterprise Identity and Access Management (EIAM). The HHSIdentity Program has divided EIAM into two work streams:

Enterprise Access Management (EAM) - Policies, processes and systems used to secure, control and manage access to HHS and OPDIV resources.

Enterprise Identity Management (EIM) - Policies, processes and systems used by HHS to verify, establish and manage electronic identities.

The origin of the HSPD-12 initiative is the Homeland Security Presidential Directive 12 (HSPD-12), Policy for a Common Identification Standard for Federal Employees and Contractors. HSPD-12 directs the implementation of a new standardized badging process, which is designed to enhance security, reduce identity fraud, and protect the personal privacy of those issued government identification. The HHSIdentity Program is responsible for providing solutions for the IT based aspects of this initiative.

E-Authentication is a service that enables American citizens and businesses to use log-in IDs (identity credentials) they already have from credential service providers to gain access to online government services.

To facilitate IAM solutions for the HSPD-12 and E-authentication initiatives, HHSIdentity has assembled an implementation team comprised of individuals from the HHS OCIO, all the Department Operating Divisions (OPDIVs), and private contractors. The Implementation Team has set as their goals for 2008 the following objectives:

  • Develop an HS Enterprise Identity and Access Management solution and it's strategy for logical access to systems supporting:
    • HSPD-12
    • E-Authentication/M-04-04
    • M-06-16
    • Public Key Infrastructure (PKI)
  • Implement a seamless solution that provides universal and transparent access to systems utilizing a minimal set of unique credentials.
  • Establish authoritative sources of information entry and validation.
  • Establish a means to exchange the minimal essential set of information required across the Department about employees, contractors and affiliates in a consistent and timely manner.
