Program Year (PY) 2002 Program-Wide Performance

Summary of Results

In PY 2002 (July 1, 2002 through June 30, 2003), the INA program served 18,715 Native Americans. Overall the program's performance in PY 2002 improved over the prior year as demonstrated by the following results:

  • Although funding decreased by $1 million ($47.1 million in PY 2002 compared to $48.2 million in PY 2001), the program served 125 more participants (18,715 in PY 2002 compared to 18,590 in PY 2001). As shown in the INA Performance Trends, pdf file, participants served in the INA program have steadily increased since PY 1999.
  • Of the 18,715 participants served, 70% (13,148) participants completed (exited) the program, and 52.3% (6,889 of the 13,148 exiters) obtained employment. The number of participants obtaining employment increased by 292 over the previous program year in which 6,597 participants obtained employment.
  • The average hourly wage of Indian and Native Americans placed in jobs increased by 4% over the previous program year from $8.73 in PY 2001 to $9.08 in PY 2002..

Program-Wide GPRA Results

The Government Performance and Results Act of 1993 (GPRA) requires federal agencies to develop specific, measurable performance goals and indicators for the agency's major programs and activities. These goals - commonly referred to as GPRA goals - are designed to hold Federal agencies accountable in achieving program results.

Beginning in PY 2000 and through the present, ETA's INA program measures performance using two GPRA goals:

  • Entered Employment Rate (EER) - The number of exiters (terminees)1 who entered unsubsidized employment2 at termination divided by the total number of exiters (terminees).
  • Positive Termination Rate (PTR) - The number of exiters (terminees) who either entered unsubsidized employment or attained an employability enhancement3, divided by the total number of exiters.
    1Exiter/Terminee - A participant who has completed the employment and training program and is no longer receiving services.

    2Entered Unsubsidized Employment - A participant who has exited/terminated from the INA program and who has obtained employment not funded (subsidized) by the INA program or any other federal employment and training program.

    3Employability Enhancement - is an individual who attained one of the following: 1) Entered non-section 166 training or training provided by another 166 grantee 2) Returned to full-time School 3) Completed a major level of education 4) Completed a worksite training objective, or 5) Attained basic occupational skills proficiency.
