This Addendum to the State Systems APD Guide is intended to
provide additional guidance regarding the new statutory and
regulatory provisions related to statewide automated child support
enforcement systems. The original State Systems APD Guide
(September 1996) was developed by the Department of Health and
Human Services (ACF) in cooperation with the Health Care Financial
Administration. The purpose of the Guide was to help States prepare
Advance Planning Documents (APDs) and other related procurement
documents for information systems supporting the operation of ACF
programs.
