Applicants that have the ability and capacity to carry out scientifically valid evaluations and to implement the interventions to be evaluated are eligible to apply. Eligible applicants include, but are not limited to, non-profit and for-profit organizations and public and private agencies and institutions.

If a group of eligible parties applies, the members of the group shall designate one member of the group to apply for the grant, and shall enter into an agreement that details the activities that each member of the group plans to perform, and that binds each member of the group to every statement and assurance made by the applicant in the application. The applicant shall submit the agreement with its application.
