Kansas Title IV-E Foster Care Eligibility Review

October 1, 1999 to March 31, 2000

I. INTRODUCTION

The purpose of this report is to supplement the report under the same title that was sent to the State of Kansas on September 8, 2000 (copy attached). The initial abbreviated report did not contain the specific dollar amount of error, as full payment information had not yet been received. The payment information has since been received and this report will reflect that information.

II. SCOPE OF THE REVIEW

The additional payment information resulted in 2 dropped cases because these cases did not receive a payment during the review period. Accordingly, the number of cases determined ineligible for either part or all of the review period has been reduced from 23 to 21 cases. This brings the total of valid cases reviewed during the initial primary review to 73 cases. The number of dropped cases increases to 15.

III. Case Record Summary

The table that is found at the end of this report provides details of the ineligible cases and reasons for ineligibility and appropriate citations. A dollar in error column has been added. Two cases that were dropped on the basis of the additional payment information were removed from the table and summary. The concentration of errors remains in 5 categories: Contrary to the Welfare with 7 errors, Reasonable Efforts with 6 errors, AFDC Related with 10 errors and Licensing errors are reduced from 8 errors to 6 errors because of the two dropped cases.

IV. Disallowance

The review included a valid sample of 73 cases. The sample was drawn from a universe of cases that received at least one title IV-E maintenance payment during the six month Kansas Automated Eligibility Child Support Enforcement System (KAECSES) period of October 1, 1999 to March 31, 2000. Based upon the result of the review, 21 cases were not eligible for funding under title IV-E foster care. The total amount of disallowance is $200,972 Federal Financial Participation (FFP).
