Program Year 2005 Housing Assistance


PPEP Microbusiness and Housing Development Corporation
dba the Rocky Mountain Consortium, Arizona 

PPEP Microbusiness and Housing Development Corporation (PMHDC), as the lead agency received $209,290 for Program Year 2005 to provide permanent housing services in Arizona, Colorado, Idaho, New Mexico, Nevada, Utah, and Wyoming. Activities planned include comprehensive planning and technical assistance to develop permanent multi-family housing development for rental opportunities; homeownership through self-help housing, conventional land development; home-buyer education, land and subdivision development, and coordination of property management services.

Arkansas Department of Workforce Services, Arkansas

The Arkansas Department of Workforce Services administers two grants totaling $350,500 to operate the Migrant Farm Labor Center (MFLC) located at the Hope Migrant Complex in Hope, Arkansas. The MFLC serves over 25,000 farmworkers annually, assesses needs, determines eligibility, and provides referrals to Arkansas Workforce Centers and other MFLC partner’s assistance, in addition to temporary housing. Other services include migrant education, health, and other supportive services. In Program Year 2005 the MFLC, in partnership with Arkansas Human Development Corporation, will also assist three to five migrant and seasonal farmworker families who are interested in settling out of the farm labor stream.

La Cooperativa Campesina de California, California

La Cooperativa Campesina de California received a grant award in the amount of $696,092 to provide migrant and seasonal farmworker temporary housing services in California, Oregon, and Washington. Services include rental assistance, security deposits, utility assistance, housing vouchers referrals to homeless shelters and other housing program and case management to assess other housing needs, as needed. Temporary, short-term, and emergency housing assistance will be provided to 1182 eligible migrant and seasonal farmworkers in Program Year 2005.

Peoples’ Self-Help Housing Corporation, California

Peoples’ Self-Help Housing Corporation will work on two housing development projects in Santa Barbara and San Luis Obispo counties in California with the $35,141 grant award received for Program Year 2005. The first project will create housing opportunities for 80 families on an eight acre site adjacent to the current dilapidated camper park. The second project will allow 8 affordable housing units to be developed through sweat equity homeownership opportunities for seasonal farmworkers.

Rural Community Assistance Corporation, California

Rural Community Assistance Corporation received $288,329 for Program Year 2005 to provide permanent housing assistance in the states of California, Oregon, and Washington. The partnership, comprised of nine agencies, will develop or maintain 26 permanent multi-family and single family unit developments. The outcomes include various completion rates in development, construction, and home ownership through self-help and lease-up of multifamily developments.


Florida Non-Profit Housing, Inc
dba the Southeast Housing Consortium, Florida

For Program Year 2005, Florida Non-Profit Housing, Inc. ( FNPH ) received $296,285 to provide permanent housing services to migrant and seasonal farmworkers in Florida, Mississippi, Delaware, and Virginia. Services include technical assistance for nonprofit housing development corporations planning to increase the number of permanent housing units; rehabilitation of and increases in permanent housing units developed by sub-grantees; assistance to enhance property management services and preservation of existing farmworker housing developments; and housing counseling services for farmworkers.


Michigan Department of Agriculture, Michigan

The Michigan Department of Agriculture received a grant award for $141,794 for Program Year 2005. Plans include a long term goal to increase and stabilize the housing stock licensable for year-round use for farmworkers. Eight awards will be made for pre-manufactured housing and expected occupancy for the eight units is expected to occur by the end of the program year.


Rural Opportunities, Inc, New York

Rural Opportunities, Inc. (ROI) received a grant award in the amount of $800,336 to provide a mix of permanent and emergency housing assistance in the states of Indiana, Ohio, New Jersey, New York, Pennsylvania and Puerto Rico in Program Year 2005. Emergency housing assistance services for 689 eligible farmworkers will include access to all available community housing resources, temporary placements in hotels or boarding homes, in addition to rent, security deposit and/or utility assistance. Permanent housing assistance plans include leveraged resources to expand and improve the stock of permanent housing available. Technical assistance will be provided to growers, faith-based organizations, and other agencies interested in housing development.


Telamon Corporation, North Carolina

For Program Year 2005, Telamon Corporation received $581,566 to provide a mix of temporary and permanent housing assistance in the states of Delaware, Georgia, Maryland, North Carolina, South Carolina, Virginia, and West Virginia. Services will include assistance, housing counseling, temporary and emergency housing assistance and referrals for 379 eligible farmworkers. Technical assistance and grants will be provided for growers and vendors that plan to upgrade existing farm labor housing, in addition to permanent housing opportunities for migrant workers who wish to settle out. Telamon is also currently working on eight off-farm housing projects and numerous farms to develop permanent housing for farmworkers.


ORO Development Corporation, Oklahoma

ORO Development Corporation (ORO) received a grant award for $49,709 in Program Year 2005 to provide permanent housing services to migrant seasonal farmworkers in Oklahoma. Services include direct assistance that includes emergency rental and utility assistance, housing counseling for 44 eligible farmworker families. In addition to direct service ORO will plan to acquire and develop sites for temporary and emergency housing for migrant and seasonal farmworkers through a network of housing development organizations and funds from federal, state and local resources.

Black Hills Special Services Corporation, South Dakota

For Program Year 2005, Black Hills Special Services Corporation received a grant award for $85,997 to provide a mix of permanent and temporary housing assistant to migrant and seasonal farmworkers in South Dakota. Permanent housing services will include down payment assistance for up to four farmworker families in addition to rental and security deposit assistance for year round-housing. Temporary and emergency services will be provided to 167 eligible farmworker families.


Tennessee Opportunity Programs, Tennessee

Tennessee Opportunity Programs (TOPS) received a grant in the amount of $20,256 to provide a mix of permanent and emergency housing assistance in Tennessee. TOPS will primarily share information about available housing resources for farmworkers, provide counseling and referral services, provide application assistance for subsidized rental housing, and provide information to local farmers and agencies about the availability of funds for farmworker housing development. Emergency housing assistance will be provided for 20 eligible migrant or seasonal farmworkers.


Motivation Education and Training, Inc, Texas

Motivation Education and Training, Inc. (MET, Inc.) received a grant in the amount of $559,414 to provide a mix of permanent and temporary housing activities and services in the states of Louisiana and Texas. Permanent housing activities include rehabilitation of 48 owner-occupied farmworker housing units, homeownership counseling for 46 farmworkers, technical assistance to six housing organizations, and institutionalization of the Texas Farmworker Housing Summit. Temporary and emergency housing assistance services will be provided to 93 eligible migrant or seasonal farmworkers.


United Migrant Opportunity Services, Inc, Wisconsin

United Migrant Opportunity Services, Inc. (UMOS) received a grant award for $449,067 to provide a mix of permanent and temporary assistance housing services in Program Year 2005. Housing services will be provided for migrant and seasonal farmworkers in Wisconsin, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska and South Dakota. Services will include homebuyer education for 295 farmworkers, Rent-Smart counseling for 190 farmworkers, and housing supportive services for 105 farmworkers. Permanent housing activities will include technical assistance, housing need studies, and leveraging resources for two housing development projects.
