The Illinois Department on Aging helps older people live independently in their own homes and communities. As the population ages, services and programs for older people must evolve as well because longevity means more when quality of life is enhanced. To best serve older adults, we must also serve their families and teach younger people about the realities of aging, so many of our programs have an intergenerational emphasis. Working with Area Agencies on Aging, community-based service providers and older people themselves, the Illinois Department on Aging strives to improve quality of life for current and future generations of older Illinoisans.
Fiscal Year 2010 Budget
On March 18, 2009, following the Governor's budget message, Director Charles D. Johnson presented an overview of the Fiscal Year 2010 introduced budget for the Illinois Department on Aging.

American Recovery and Reinvestment Act. On February 17, President Barack Obama signed the $787 billion economic stimulus into law. The National Association of State Units on Aging (NASUA) developed a summary that highlights key provisions of the plan. Social Security's Economic Recovery One-Time Payments. The American Recovery and Reinvestment Act of 2009 provides for the one-time payment of $250 to individuals who get Supplemental Security Income (SSI) or Social Security benefits. Everyone who is entitled to a payment is expected to receive it by late May 2009. No action is required of beneficiaries. The U.S. Social Security Administration is working on the details regarding how they will issue nearly 55 million one-time payments to beneficiaries.

Know the Facts! There are steps that you can take to help prevent getting or spreading any type of influenza:

- Be informed. Visit the Illinois Department of Public Health Swine Flu site for information on how to protect yourself and your family.
Also visit the CDC's Web site at www.cdc.gov/swineflu and, for current information from the Illinois Emergency Management Agency, www.ready.illinois.gov.
- Practice good health hygiene. Cover your nose and mouth with a tissue when you cough or sneeze. If you don't have a tissue, cough or sneeze into your arm. Wash your hands often with soap and water especially after you cough and sneeze. You can also use alcohol-based hand cleaners. Avoid touching your eyes, nose or mouth that's how germs are spread.
- Contact your doctor if you experience flu symptoms, which include high fever, lethargy, lack of appetite and coughing. Some people with swine flu also have reported runny nose, sore throat, nausea, vomiting and diarrhea.
- If you get sick, stay home and limit your contact with other people to avoid infecting them.

People with disabilities ride free.
Senate Bill 1920 allows qualifying disabled individuals who are aged 16 or older and meet Circuit Breaker income eligibility requirements free rides on all fixed route public transportation throughout the state of Illinois. In order to determine eligibility, you must complete a 2008 IL-1363 application and mail it in to the Department on Aging or apply online at www.cbrx.il.gov. For assistance with filing on-line, please go to your nearest senior center, Senior Health Assistance Program (SHAP) office or Senior Health Insurance Program (SHIP) volunteer.

- NOTICE Proposed amendments have been filed with the Secretary of State Index Department to add emergency home response as a core service under the Community Care Program as authorized by Public Act 95-565, which will affect Sections 240.120, 240.160, 240.235 (new), 240.1399, 240.1505, 240.1541 (new), 240.1542 (new), 240.1650, 240.1955 (new) in Part 240 of Title 89 of the Illinois Administrative Code. The notice will appear in the Illinois Register on Page 5948 of Issue 17 (PDF) in Volume 33 on April 24, 2009.
- Amendments have been adopted for Sections 240.210, 240.730, 240.1505 (new), 240.1510, 240.1520, 240.1525 (new), 240.1530, 240.1535, 240.1550, 240.1555, 240.1560, 240.1600, 240.1605, 240.1607 (new), 240.1615 (new), 240.1620 (repealed), 240.1625 (repealed) , 240.1630 (repealed), 240.1635 (repealed), 240.1640 (repealed), 240.1645, and 240.1665 of the rules regarding the Community Care Program. These rules implement various service enhancements for older adults and opens procurement opportunities to all willing and qualified procurement service providers. The notice of adoption for this rulemaking project will be published in the Illinois Register on page 4830 of Issue 14 (PDF) in Volume 33 on April 3, 2009. Updates have already been added in the electronic version of the Illinois Administrative Code at www.ilga.gov.
