SUBJECT:     FY 2006 Equal Employment Opportunity Policy Statement – PWA

           TO:     All PWA Employees

     FROM:     Dwayne R. Buxton  /s/

                      Area Director, PWA

As Area Director, I reaffirm my commitment to carrying out a results-oriented EEO program and strongly support Dr. Knipling’s commitment to EEO as outlined in his memo to all employees dated December 22, 2005 (attached).  I expect each of you to actively support the policies and principles of equal employment opportunity in the employment, development, advancement and retention of all persons, at all levels; prohibiting discrimination, harassment, or retaliation because of race, sex, color, religion, age, national origin, disability, or sexual orientation; and removing all barriers that hinder the employment, hiring, promotion and retention of a workforce that is representative of the population from which it is drawn.

Managers and supervisors are responsible for supporting EEO policy, responding to and preventing EEO complaints and attaining equal employment objectives that include a commitment to attain and retain a diverse workforce in all occupations and grade levels.  It is the responsibility of PWA managers and supervisors to be sensitive to EEO principles in recruitment and personnel management decisions, and to be fair and equitable in protecting the rights of employees.

All employees are responsible for performing their duties in a non-discriminatory manner.

Discrimination, harassment or intimidation of anyone in the PWA will not be condoned or tolerated.  We must remain committed to maintaining a work environment that is free of retaliation and free of harassment.  You are encouraged to advise your supervisor, manager, Associate Area Director, or EEO Counselor of discriminatory conduct affecting your work environment without intimidation or retaliation of any form for exercising such rights.

By taking an active role in maintaining an environment of equal opportunity and treating all colleagues with dignity and respect, we can achieve a work environment within the PWA that is free from discrimination.
