The American Recovery and Reinvestment Act (ARRA) of 2009, is intended to preserve and create jobs, promote the nation's economic recovery, and to assist those most impacted by the recession.  The public workforce system has a pivotal role to play in helping workers prepare for and find employment and in providing work experience for youth. The following series of Webinars is offered to provide guidance and technical assistance to the Workforce Investment System regarding the implementation of funds appropriated under ARRA. The series will be initiated with a live broadcast on Monday, March 23, 2009. A follow-up question and answer session will be held on Monday, March 30, 2009. When registering for a Webinar, please choose the program-specific sessions that are most applicable to you as seating is limited 1,000 participants. Please note the specific time of the sessions for which you are registering.

Week 1

Live Broadcast: Implementing the Recovery Act in the Workforce Investment System
Ray Uhalde, Senior Advisor, Office of Secretary of Labor, Gay Gilbert, Administrator, Office of Workforce Investment, and Grace Kilbane, Administrator, Region I, will provide the overarching vision, themes and goals for funds appropriated to the Workforce Investment System under the Recovery Act.  Participants are encouraged to read the upcoming Recovery Act policy and planning TEGL and submit their remaining questions for the Technical Question and Answer session to be held on Monday, March 30, 2009.

Let’s Get the Show On the Road: Guidance for Youth Activities
This webinar will provide direction on the components of the TEGL for youth activities under the American Recovery and Reinvestment Act, with a specific focus on summer employment.

State Plans and Waivers: Plans for the Future
The infusion of funds from the Recovery Act has prompted ETA to require WIA/Wagner-Peyser Act State Plan modifications from all states. ETA will provide an overview of its guidance on the submission process for State Plans and waiver requests for PY 2009.

Technical Question & Answer Session

Ramp It Up: Creating Meaningful Work Experience Opportunities For Youth
This webinar will explore strategies to create meaningful work experience opportunities in the public and private sector and recruitment strategies for younger and older disconnected youth to connect with summer work experience. Two programs will be highlighted.

What’s the Program?: Exploring Program Design Models for Youth
This webinar will explore several different program design models. Examples include: strategic methods to provide youth 14-15 with a meaningful summer work experience without leaving them in the classroom, dual enrollment in college courses, integrating learning and earning programs that will transition into year-round programs, and going green.

ETA’s Vision and Guidance: Using your RES Funds

Forthcoming Guidance
Reemployment Services: Making the UI Connection
The Office of Workforce Investment in partnership with the Office of Workforce Security will share strategies to better connect worker profiling and reemployment services.  In particular the session will focus on improving technology and removing barriers across programs and across state-to-local lines to better serve the unemployed.
