EXECUTIVE SUMMARY

The Office of Inspector General (OIG) completed an inspection of the planned encryption upgrade of the International Space Station (ISS) primary command and control communications uplink. The OIG found that NASA has not fully considered all possible upgrade options. As a result, NASA may choose an upgrade option that is more costly and less secure. The OIG also found that the ISS program needs a stronger base of expertise to address ISS communications security issues. NASA concurred to the report's five recommendations.
