Many EPA data collection program, state and industry partners are already enjoying the benefits of CDX. This section provides an overview of the steps necessary to successfully implement a new data flow through CDX.

For Program Offices
Business Analysis and Requirements Determination:
In this stage, the program office and CDX staff work together to understand the business requirements for data collection. Planning forms are used to gather detailed information and formulate the data flow. The key output of this phase is a Systems Requirements Specification (SRS).
Outreach:
The program office plays a critical role in this step of the process by:
- contacting external stakeholders to obtain buy-in and testers
- gathering stakeholder insight into the data flow process
- providing time for the stakeholder to develop their applications
System Design:
The key output of this stage is the System Design Document (SDD). This
document details the exact steps and methodology that will be used
in implementing the data flow.
Development/Programming:
The design document is used as a basis to initiate the programming
stage. During this stage, systems are developed to support the data
flow. Test runs may be conducted, errors are identified and documented,
and new requirements are considered.
Testing, Validation, and User Acceptance:
CDX staff conduct internal testing, the scope of which is determined by the size, complexity, and criticality of the data flow. Testing is then extended to initial stakeholders, and finally to a limited set of external stakeholders using sample data provided by the program office. After successful completion of testing, the program office accepts the system as operational.
Moving to Production:
In this stage, final testing and documentation is completed. CDX Technical Support staff familiarizes themselves with the data flow by performing testing and assisting with documentation.
