EMAC, the Emergency Management Assistance Compact, is a
congressionally ratified organization that provides form and
structure to interstate mutual aid.
Through EMAC, a disaster impacted state can request and
receive assistance from other member states quickly and
efficiently, resolving two key issues upfront: liability and
reimbursement.

Through FEMA's federal grant funding, state emergency management agencies may apply to participate in a NEMA-sponsored pilot of the new EMAC Mobilization Unit Plan. Four states will be selected to receive funding of $10,000 per state to pilot the plan in conjunction with a state exercise.
To assist state personnel who are members of the EMAC Advance Team (A-Team), NEMA hosts EMAC training sessions on A-Team roles and responsibilities, resource typing, and the EMAC operations system.
