DESCRIPTION OF PROJECT:
The Individual Training Account Experimental Study is being conducted under Section 171(c) of the Workforce Investment Act (WIA), which provides DOL/ETA with the authority to conduct multi-service projects, research projects, and multi-state projects. Under the WIA, individual training accounts (ITAs) are intended to transform the delivery of services to adults and dislocated workers by enabling customers to choose their training providers. The WIA also gives States and local areas a great deal of flexibility in deciding how much guidance and direction they will provide to customers in choosing the appropriate training. A challenge for One-Stop administrators is to allocate limited training resources to achieve the best possible outcomes while preserving customer choice. The ITA Experimental Study will rigorously assess distinct ITA approaches that represent different strategies for meeting this challenge. Awardees under this grant are committed to implementing the different ITA approaches through the ITA Experimental Study. Findings from this study will reveal how the different ITA approaches affect training choices, employment and earnings outcomes, returns on training investments, and customer satisfaction. As a result, State and local administrations may use this information to improve their ITA delivery to customers by learning about which ITA approach, or aspects of the approaches, is most appropriate for them and their customers.
