INVESTMENT IN HIGH RISK YOUTH AND ADULTS

President Clinton and Labor Secretary Alexis M. Herman today announced 12 grants totaling $9 million that will help "high risk" youth and adults across the country by offering comprehensive academic and job training programs.
"Our urban centers and rural towns are full of people who want to develop job skills that will give them a real chance to excel," President Clinton said. "These grants will give many of these people that chance."
"This grant category was created so we could make a special effort to reach both young people and adults who are most at risk of permanent unemployment," Secretary Herman said. "Just connecting with them and getting them into the training options available will be an important first step."
"High-risk" is defined as individuals who have multiple environmental, social and educational barriers to becoming employed. This population includes individuals who are homeless, recovering addicts, those who generally reside in communities of high poverty and unemployment, or who are involved in gangs or the criminal justice system.
"Unfortunately, high-risk individuals are not always aware of services provided through the employment and training system," added Assistant Secretary of Labor for Employment and Training Ray Bramucci. "The work to be conducted under these grants seeks to reach and serve individuals who may not otherwise have access to
information regarding these services and to further improve the array of services available."
