Community-Based Job Training Grants (SGA/DFA PY 07-01).

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of approximately $125 million in grant funds for Community-Based Job Training Grants.

Community-Based Job Training Grants will be awarded through a competitive process to support workforce training for high-growth/high-demand industries through the national system of community and technical colleges. Funds will be awarded to individual community and technical colleges, community college districts, state community college systems, and One-Stop Career Centers to support or engage in a combination of capacity building and training activities for the purpose of building the capacity of community colleges to train individuals for careers in high-growth/high-demand industries in the local and/or regional economies. This Solicitation contains an exception for rural areas and other communities that are educationally underserved due to their lack of access to community or technical colleges.

Multiple Education Pathways Blueprint Grants (MEPB)(SGA-DFA-PY-06-12).

The U.S. Department of Labor (DOL), Employment and Training Administration (ETA), announces the availability of approximately $3 million in grant funds to create a blueprint to build systems of multiple education pathways.

These grants will support small cities (population 70,000 - 350,000) in the development of detailed blueprints for multiple education pathways systems that provide a mix of alternative learning environments. ETA is targeting cities of this size in order for the blueprints to have maximum impact on the community's dropout challenges. It is ETA's expectation that the blueprints developed with these funds will serve as the city's strategic action plan and foundation for building multiple education pathways. Youth who are at risk of dropping out of school and youth who have already dropped out of school are the main targets of this grant; however, it is important that the blueprint developed fits within the city's larger education strategy. These two objectives, reducing the dropout rate and re-engaging youth who have dropped out, are critical to ensuring a prepared and educated youth pipeline to compete in a demand-driven workforce.

Youthful Offender Registered Apprenticeship, Alternative Education, and Project Expansion Grants (SGA-DFA-PY-06-10).

The Employment and Training Administration announces the availability of approximately $20 million for Youthful Offender Grants. These grants will be awarded through a competitive process for three categories of projects-(1) Registered Apprenticeship (to increase the placement of young adults being released from the criminal justice system in registered apprenticeship); (2) Alternative Educational Pathways (to increase the educational achievement and attainment of youth in the juvenile justice system); and (3) Project Expansion (to replicate effective programs for serving juvenile offenders). Applicants can apply for grants in more than one of these categories, but separate applications must be submitted for each category.

Over the next decade, the percentage of workers between the ages of 16 and 24 is expected to grow more rapidly than the overall workforce. The 21st century economic landscape is rapidly changing with technology and globalization altering the nature of work and the skills and training needed by workers to compete in this new reality. Ninety percent of the fastest growing jobs in the United States today require post-secondary education. Therefore, the rapidly growing youth labor force is emerging at a time where advanced education, skills, and abilities have a heightened importance in preparing the talent employers will need to populate their workforce.

YouthBuild Grants (SGA-DFA-PY-06-08).

The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces the availability of approximately $47 million in grant funds for YouthBuild Grants.

YouthBuild Grants will be awarded through a competitive process. Grant funds will be used to provide disadvantaged youth with: the education and employment skills necessary to achieve economic self-sufficiency in occupations in high demand and postsecondary education and training opportunities; opportunities for meaningful work and service to their communities; and opportunities to develop employment and leadership skills and a commitment to community development among youth in low-income communities. As part of their programming, YouthBuild grantees will tap the energies and talents of disadvantaged youth to increase the supply of permanent affordable housing for homeless individuals and low-income families and to help youth develop the leadership, learning, and high-demand occupational skills needed to succeed in today's global economy.

Migrants and Seasonal Farmworkers Program - National Farmworker Jobs Program, Housing Assistance for Program Year 2007 (SGA-DFA-PY-06-05).

The U.S. Department of Labor, Employment and Training Administration, Office of Workforce Investment (OWI), Division of Adult Services (DAS), is requesting applications for grants to operate the housing assistance portion of the National Farmworker Jobs Program (NFJP) in accordance with Section 167 of WIA, 29 U.S.C. 9201. The NFJP serves economically disadvantaged persons who primarily depend on employment in agricultural labor performed within the United States, including Puerto Rico, and who experience chronic unemployment or underemployment. Housing assistance is a supportive service offered to assist migrant and seasonal farmworkers to retain employment or enter into or complete training. Funds for housing assistance activities are made available through the NFJP appropriation included in the FY 2007 Continuing Appropriations Resolution, P.L. 110-5.

Migrants and Seasonal Farmworkers Program - National Farmworker Jobs Program for Program Year 2007 (SGA-DFA-PY-06-04).

The U. S. Department of Labor, Employment and Training Administration, Office of Workforce Investment (OWI), Division of Adult Services (DAS) is requesting grant applications for operating the National Farmworker Jobs Program (NFJP) in accordance with section 167 of the Workforce Investment Act of 1998 (WIA), 29 U.S.C. 2912. The NFJP is designed to serve economically disadvantaged persons who primarily depend on employment in agricultural labor performed within the United States, including Puerto Rico, and who experience chronic unemployment or underemployment. Qualifying participants are typically those persons employed on a seasonal or part-time basis in the unskilled and semi-skilled manual labor occupations in crop and animal production. Through training and other workforce development services, the program is intended to assist eligible migrants and seasonal farmworkers and their families to prepare for jobs likely to provide stable, year-round employment both within and outside agriculture.

Preparing Ex-Offenders for the Workplace through Beneficiary-Choice Contracting (SGA-DFA-PY-06-14).

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of approximately $5 million in Responsible Reintegration of Youthful Offender grant funds to address the specific workforce challenges of ex-offenders and produce positive outcomes with a particular focus on employment and reduced recidivism. Projects funded under this competition will be consistent with both DOL's Youth Vision and President Bush's Faith-Based and Community Initiative.

Grant funds awarded under this competition will be used to implement a program of services for ex-offenders (ages 18 to 29) under a beneficiary-choice contracting model. The beneficiary choice contracting model, to be explained more fully later, involves providing program participants with an independent choice among multiple service providers for specific services. Participants will receive case management services from the grantee, but will choose among contracted specialized service providers for more in-depth services, including soft-skills training and long-term follow up on participant outcomes. The grantee will compensate the contracted specialized service providers on a per capita basis for services provided, as well as per capita performance-based incentives.

Workforce Investment Act - Small Grassroots Organizations Connecting with the One-Stop Delivery System (SGA-DFA-PY-06-11).

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL or the Department), announces the availability of $3,000,000 in grant funds for eligible "grassroots" organizations with the ability to connect to the local One-Stop Delivery System. The term "grassroots" is defined under the Eligibility Criteria.

Through this competition, ETA seeks to ensure that an important WIA tenet, the development of a talented American workforce pool through universal access to the programs and services offered under WIA, is further rooted in the customer-responsive delivery systems already established by the Governors, local elected officials and local Workforce Investment Boards. ETA also reaffirms its continuing commitment to those customer-focused reforms instituted by state and local governments, which help Americans access the tools they need to manage their careers throughout their life with information and high quality services, and to help U.S. companies find skilled workers to remain competitive. Many faith-based and community organizations offer unique services and support including networks for full partnership in mutual system-building endeavors; they are trusted institutions within many poor neighborhoods; and they provide access to a large number of volunteers who bring the transformational power of personal relationships to the provision of services, and a sustained allegiance to the well-being and self-sufficiency of the participants they serve. Through their daily work and specific programs, these organizations share common purposes with government such as the attainment of occupational skills, and the entry and retention of all our citizens in good-paying jobs. Through this solicitation, ETA and CFBCI strive to leverage the programs, resources and committed staff of "grassroots" faith-based and community organizations into the workforce investment strategies already embodied in state and local strategic plans.

Workforce Innovation in Regional Economic Development (WIRED) Initiative - Third Generation (SGA-DFA-PY-06-09).

In the 21st century global economy, talent development is a critical component in our nation's economic competitiveness. To stay ahead of global competition, we must identify strategies to further integrate workforce development, economic development, and education at the regional level - where companies, workers, researchers, entrepreneurs and governments come together to create a competitive advantage. Launched in February 2006, the Workforce Innovation in Regional Economic Development (WIRED) Initiative focuses on the role of talent development in driving regional economic competitiveness, job growth and new opportunities for American workers. The goal of WIRED is to expand employment and advancement opportunities for workers and catalyze the creation of high-skill and high-wage opportunities in regional economies. The WIRED Initiative is currently providing regions across the country with grant funding and ongoing technical assistance from ETA and a cadre of experts in order to help them achieve these goals.

To further support regions that are seeking to transform their economies and enhance their global competitiveness through talent development, ETA is announcing a new round of grants for the third generation of regions under the WIRED Initiative. The third generation is designed to fully engage local workforce investment boards in collaborative partnerships and transformational leadership within regional economies nationwide. The Department of Labor is making $65 million available for this new round of grants. This round of the WIRED Initiative will take place over the course of three years and the Department anticipates that individual grant awards will total $5 million over this period. Only Governors may apply on behalf of regions within their states or across state lines. Each Governor may submit up to two applications.

Women in Apprenticeship and Nontraditional Occupations (WANTO) grants (SGA-DFA-PY-06-01).

The Women's Bureau and the Employment and Training Administration's (ETA) Office of Apprenticeship, U.S. Department of Labor (DOL), announce the availability of $972,180 to establish a grant program for the purpose of assisting employers and labor unions in the placement and retention of women in apprenticeship and nontraditional occupations. This program year 2006 SGA is authorized under the Women in Apprenticeship and Nontraditional Occupations (WANTO) Act of 1992, Pub. L. 102-530, 29 USC ยง 2501 et seq. To that end, the OA and the WB plan to disburse 2006 WANTO grant funds to three community-based organizations (CBOs) including faith-based organizations (FBOs)/registered apprenticeship program (RAP) consortia to conduct innovative projects to improve the recruitment, selection, training, employment, and retention of women in apprenticeships in the construction industry. Each CBO/RAP consortium must consist of a minimum of:1) a construction industry Registered Apprenticeship Program sponsor, and 2) a CBO (which may be faith based) with demonstrated experience in securing job training services from established training institutions such as community colleges, and providing placement and support services to women in construction industry jobs.

High Growth Job Training Initiative Grants for the Long-Term Care Sector of the Health Care Industry (SGA-DFA PY-06-07).

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of approximately $2.5 million in grant funds for demand-driven regional approaches to meeting the workforce challenges of the long-term care sector of the health care industry under the President's High Growth Job Training Initiative.

The President's High Growth Job Training Initiative (HGJTI) is a strategic effort to prepare workers for new and increasing job opportunities in high-growth, high-demand, and economically vital industries and sectors of the American economy. Through the initiative, ETA identifies high-growth, high-demand industries, evaluates their skill needs, and funds local and national partnership-based demonstration projects that: (a) address workforce challenges identified by employers; and (b) prepare workers for good jobs with career pathways in these rapidly expanding or transforming industries. When linked to broader regional economic and talent development strategies, the HGJTI approach strengthens regional employment and economic opportunities. The products, models, and effective approaches that result from HGJTI investments will be broadly disseminated to employers, education and training providers, and the workforce system to build their capacity to respond to employers' workforce needs

Grant funds awarded under this Solicitation for Grant Applications (SGA) should be used to implement industry-driven training solutions that address the long-term care sector's critical workforce challenges. Each solution must take place in the context of a regional strategic partnership between the workforce investment system, long-term care employers, and education and training providers, as well as other public and private sector partners that bring critical assets to the table. Proposed solutions should take full advantage of existing workforce development models, promising practices, and tools. Solutions must either take an existing promising solution, model, or approach to scale in the region or adapt a solution that has been demonstrated to have positive impact on the identified workforce development challenges in another region.
