Notice Inviting Proposals for Selected Demonstration Projects for Youth Offenders. (SGA/DFA 01-101) The U.S. Department of Labor, Employment and Training Administration is authorized to award grants to provide services aimed at youth who are or have been under criminal justice supervision or involved in gangs. Therefore, youth employment and developmental activities funded under this grant will be used for a structured set of activities focused primarily on placing youth offenders, gang members, and at-risk youth ages 14-24 employment into long term (part-time for ages 14-15) at wage levels that will (1) prevent future dependency and/or (2) break the cycle of crime and juvenile delinquency that contributes to recidivism and non-productive activities. The Department of Labor (DOL) has worked with the Office of Juvenile Justice and Delinquency Prevention (OJJDP) in the U.S. Department of Justice (DOJ) in deciding to use these funds for three categories of projects to serve youth offenders. These categories are: I.- Model Community Projects; II.- Education and Training for Youth Offenders Initiative; and III.- Community-Wide Capacity Building Projects. Incumbent/Dislocated Worker Skill Shortage II Demonstration Program (SGA/DFA 00-113) The U.S. Department of Labor (DOL), Employment and Training Administration (ETA), announces a second demonstration program to test the ability of the workforce development system to create projects or industry-led consortia for the purpose of upgrading current workers, designing or adapting training curricula in skills shortage occupational areas, or in regionally important business/industry areas including manufacturing and machining, and specialized industrial areas such as plastics, telecommunications and the environment, and to recruit/retrain workers in these occupations. Grants for Implementing Individual Training Account (ITA) Approaches through the ITA Experiment (SGA/DFA 00-111) The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces a competitive solicitation for grant applications (SGA) and the availability of approximately $4.5 million for approximately six grant awards. Through this notice, DOL seeks to identify local Workforce Investment Areas (local areas) committed to implementing three distinctly different approaches for delivering Individual Training Accounts (ITAs) to their customers (participants). Applicants awarded a grant under this SGA will participate in the ITA Experiment, the purpose of which is to provide better information to State and local administrators as they determine the roles of counselors in the management of participant choices in ITAs; plan the allocation of staff and training resources to best meet their objectives; and strive for the continuous improvement of services under the Workforce Investment Act (WIA). Notice Inviting Proposals for Selected Demonstration Projects for Community Audits (SGA/DFA 00-110) The U.S. Department of Labor (Department or DOL), Employment and Training Administration (ETA), announces a demonstration program to support promising practices in strategic planning and "strategic research" related to "community audits." Community audits allow local stakeholders to bring together economic and labor market trend information which will support strategic planning and Workforce Investment Act (WIA) program implementation in their area, including customer service through the One-Stop Center system. Grantees will receive intensive technical assistance and participate in a rigorous evaluation. In addition, they will participate in and help structure national DOL activities meant to identify and disseminate lessons learned. Minority Colleges and Universities Workforce Partnerships and Training Strategies to Address Skill Shortages Demonstration Program (SGA/DFA 00-109) The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces a competitive demonstration solicitation for grant applications (SGA) to respond to employers' identified skill shortages through the establishment or strengthening of regional consortia. Grants will be made to successful applicants representing minority colleges and universities which provide evidence of being positioned to plan and implement a successful strategy to respond to shortages of workers seeking employment with skills needed by specific employers in a regional labor market (including typical local commuting area). Successful applicants must also initiate a skill training design for preparing eligible dislocated workers, incumbent workers and new entrants into the workforce that will alleviate skill shortages within the region which the applicant represents and provide the necessary skill sets to those seeking new employment or reemployment. DOL will convene an informational session in early August to share information with eligible applicants and other interested parties. Refer to Pre-Application Information Session. H-1B Technical Skills Training Grants (SGA/DFA 00-108) The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of grant funds for skill training programs for unemployed and employed workers. Funding for these grants is coming from the user fee mandated for applicants for new H-1B nonimmigrant visa workers and established under the American Competitiveness and Workforce Improvement Act of 1998 (ACWIA). The grants will have the longer term goal of raising the skill levels of domestic workers so that they can fill high skill jobs which are presently being filled by temporary workers being admitted to the United States under the provisions of H-1B. Department of Labor will convene Bidders Conferences in early August to share information with eligible applicants and other interested parties. Work Incentive Grants (SGA/DFA 00-107) The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces the availability of $20 million to award competitive grants designed to enhance the employability, employment and career advancement of people with disabilities through enhanced service delivery in the new One-Stop delivery system established under the Workforce Investment Act of 1998. The Work Incentive Grant program will provide grant funds to consortia and/or partnerships of public and private non-profit entities working in coordination with a state and/or local One-Stop delivery system to augment the existing programs and services and ensure programmatic access and streamlined, seamless service delivery for people with disabilities. Quality Child Care Initiative (SGA/DFA 00-106) The Department of Labor, Employment and Training Administration, Bureau of Apprenticeship and Training, invites proposals for approximately ten (10) awards for the implementation of the Quality Child Care Initiative. It will assist with the initiation of building a national system for the education and training of professional child care providers and expand the National Apprenticeship System by incorporating diversification of occupational entities through development of new and innovative strategies for increasing the participation among the child care industry. Comprehensive Incumbent/Dislocated Worker Retraining Demonstration Program (SGA/DFA 00-103) The U.S. Department of Labor (DOL), Employment and Training Administration (ETA), announces a demonstration program to test the ability of the workforce development system to create projects or industry-led consortia for the purpose of upgrading current workers, designing or adapting training curricula in skills shortage occupational areas, or in regionally important business/industry areas including manufacturing and machining, and specialized industrial areas such as plastics, telecommunications and the environment, and to recruit/retrain workers in these occupations. The dislocated and/or incumbent workers who will be assisted by these efforts include specific groups such as agricultural workers, low skilled workers, and those needing assistance in overcoming barriers to employment. These barriers to employment may be caused by living in rural communities, having limited options for transportation to work, having inadequate or obsolete skills or having skills in declining occupations. The focus of these efforts will be on skills training in skills shortage occupations including welding and metals, new and growing occupations in technological fields such as information technology, telecommunications, and other fields in which technology skills are critical parts of the jobs emerging in their regional labor markets. Any consortia established as a result of this competition would also be expected to enhance the strategic planning efforts and policy efforts of local boards under the Workforce Investment Act in these areas. Notice Inviting Proposals for Selected Demonstration Project High-Risk Youth and Adults. (SGA/DFA 00-101) The Workforce Investment Act (WIA) redefines the nature of youth and adult programming efforts within the nation's workforce development system by focusing on a systematic approach that offers both youth and adults a broad array of coordinated services. WIA provides for high quality learning, developing leadership skills among youth, and preparing both youth and adults for entry into employment, re-employment (for those who have had prior employment), further education or training, and long-term follow-up services to promote employment retention and career advancement. Solicitation for Migrant Child Labor Demonstration Grants (SGA/DFA 00-100) The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) announces a Solicitation for Grant Applications (SGA) to develop and pilot three to four demonstrations nationally that offer improved educational and alternative work experience opportunities for migrant farmworker youth.
