14. RESPONSES TO TECHNICAL QUESTIONS

1. Question: C.4 Tasks, paragraph 3, Contact Liaison; Does ETA have lists of all current & potential users?

Answer: ETA does not have a list of all current users.As for potential users, that is something that is evolving. O*NET is designed for use by employers, job seekers, students, counselors, workforce development professionals, and other intermediaries who work in the area of career exploration, job search, and employment and training.

2. Question: Although we have an office in the Washington area, we believe ETA would better be served by an onsite staff. Is there enough onsite space available for 1 private office and 6 work stations?

Answer: Unfortunately, at the present time this cannot be assured. Office space in DOL is in a transition phase of reconfiguration and other changes occurring as the result of ETA reorganization. Therefore, space at DOL is at a premium currently and in somewhat of a state of flux.

3. Question: Exhibits and Presentations (as required). Number of staff required for Exhibits will be a function of complexity of presentations. Will these staff be pulled away from DOLETA offices for conferences?

Answer: It is certainly one possibility; just as Federal staff are out of the office when they participate in presentations. Oferrors can propose ways to handle this task.

4. Question: We presume cost of participating in conferences (except for staffing exhibits) would be paid directly by DOLETA, not the contractor. Is this correct?

Answer: No, the cost of participating in conferences should be included in the contract proposal, this includes conference registration, and travel expenses such as air transportation, hotel, and per diem for participating staff.

5. Question: Item H.16. Federal Reports. Requirements seem to imply that OMB Survey Control Numbers will be required for any survey anticipating an N > 10.Will DOLETA handle coordination with OMB for obtaining those authorizations, or will the contractor?

Answer: DOLETA would handle coordination with OMB for obtaining authorizations for any surveys with an N > 10, if such surveys are deemed necessary to carry out the task. Contractors may assist in preparation of a data collection approval package for submittal to OMB.

6. Question: The current RFP is a small business set-aside in NAICS 541519 with $18 million as the size standard. Because inflation has disenfranchised so many small business since 1994 when the size standards were last adjusted, the Small Business Administration has proposed immediate across the board adjustments to the standards. The NAICS 541519 size standard will be $21million at the time responses are submitted to this RFP. Will DOL consider applying the $21 million standard?

Answer: The solicitation is amended to incorporate the new size standard. This means that the NAICS 541519 size standard is $21 million.

7. Question: Is this the same work that Aguirre Intl. has done in the past?

Answer: Yes, this RFP is for the functional O*NET activities that Aguirre has done in the past, although the tasks required are as described in the current RFP. This is a scheduled re-competition of the O*NET Technical Assistance Project.

8. Question: I'm interested in pursuing as a teaming partner. I'm a certified small disadvantaged business.... a one-person firm. How can I obtain contact information about others who are pursuing this for teaming purposes?
