    ANSWERS TO REQUESTS FOR CLARIFICATION

    14.1.  Where can we get the announcement/solicitation regarding the
    second and third efforts of this incumbent worker demonstration
    solicitation (i.e. the efforts to provide State System Building
    Demonstration Grants, and the grant to the Kvaerner Shipyard)?

    Answer: The State System Building Demonstration Grants' announcement
    may be found in the Training and Employment Guidance Letter (TEGL)
    No.7-98 (See Attached) and Incumbent Worker Demonstration Program
    (Federal Register/Vol 63, No. 240/Tuesday, December 15, 1998/
    Notices, Page 69103). There was no announcement/solicitation for the
    Kvaerner Shipyard grant.

    14.2.  To what extent does DOL expect the awardees of this
    evaluation solicitation to offer an opinion regarding the impact and
    value of partner stakeholders' services and/or funding (especially
    economic development agencies in relation to each project)?

    Answer: Partner stakeholders' services are relevant to the extent
    they play "significant" roles in affecting the project outcomes
    studied.

    14.3.  How many funding allocations were made to the Kvaerner
    Shipyard prior to the 1998 demonstration effort, and can we get the
    announcement/solicitations regarding these previous efforts?

    Answer: The most recent $11.8 million DOL grant for the Kvaerner
    Shipyard is the only grant that is the object of study for this
    evaluation solicitation.

    14.4.  Can you provide the following information on the Kvaerner
    Demonstration project?

    - What was the stated purpose in the grantee proposal? - Who are the
    partners in the 1998 Kvaerner Demonstration project? - What
    activities are each partner involved in? - How much money was
    awarded in the 1998 demonstration?

    Answer: The purpose of the grantee proposal was to retrain workers
    affected by the closing of the Philadelphia Naval Base and Shipyard.
     $11.8 million was awarded for the 1998 Kvaerner Demonstration.  The
    other information requested is not readily available.

    14.5.  Can you provide a description of the Kvaerner Shipyards
    project, including funding level, organizational partners, number of
    participants, and types of training being provided.

    the project grantee's responsibility to keep sufficient records to
    allow the identity of individuals trained through the DOL grant.

    Answer: This level of detailed information is not readily available.

    14.10.  Please provide information about the current status,
    including any time extensions, of each of the 13 Incumbent Worker
    Demonstration projects.

    14.11.  Are all activities listed under C-4 Tasks to be completed in
    the base level of effort or covered under the base and option
    periods (page F-1, F.3).  If all activities specified in C-4 are to
    be completed in the base period, please clarify the nature of the
    activities to be undertaken in the option year.

    the base contract period of performance.

    14.12.  Please provide information on the types and level of
    program records maintained by the Incumbent Worker Demonstration
    projects?  What information is provided in reports submitted to DOL?

    Answer: No information on project program records is readily
    available at this time.  Brief project progress reports highlighting
    major accomplishments, operating difficulties, and corrective
    actions to be taken along with expenditure data are submitted
    quarterly to DOL.

    14.13.  Please identify the 29 states that received State System
    Building Demonstration grants along with their grant amount.

    14.15.  Where could we find information on the "State System
    Building Demonstration grants?"

    Answer: Please see response to items 14.1 and 14.13 above.

    14.16.  The estimated level of effort for RFP-DCS-00-19  is "between
    4.5 and 5.5 professional person years" [pg. F-1].  Is this a TOTAL
    for the base contract period of 2 years [i.e., an average of 2.25 -
    2.75 for each of the first 2 years]?

    Answer: This is the total for the base contract period.

    14.17.  Our firm is a partnership that charges an hourly rate for
    the time of the partners and associates as opposed to salary and
    fringe.  Do we just list the hourly rate on the cost analysis form
    and skip the section on fringe benefits?  Or, is there another way
    to submit this information?

    Answer: This is a cost reimbursement plus fixed fee type contract.
    Present your pricing information as described in Section J.2 Cost
    and Pricing Analysis, ETA -8555 of the solicitation..

    14.18.  Our Partnership currently has a small business contract with
    DOL with a loaded hourly labor rate.  Is this the rate we would be
    required to use on a proposal in response to this RFP?

    Answer: You are not required to use the rates from a previous
    contract.  You may submit the rates that you feel are appropriate
    for this requirement.

    14.19.  Is Attachment J.7, Past Performance Reference Information,
    to be completed and included in the proposal to support the
    evaluation of the bidder's past performance?  Or can past
    performance information be provided in a different format?

    Answer: To ensure that Past Performance is properly credited, the
    Past Performance Reference Information form (Attachment J.7) must be
    used.

    14.20.  In which part of the proposal is attachment J.7 or other
    past performance information to be included? In Part 1?

    Answer: Include J.7 in Part 2.

    14.21.  If Attachment J.7 is to be included in Part 2, Technical
    Proposal, does the attachment count against the page limits?
    Counting J.7 against the page limits could be a problem because a
    full page would be taken up by each previous contract.

	Demonstration
1. Purpose. To provide the States information on the availability of Title III Demonstration Funds for Incumbent Worker System Building at the State level for Program Year 1998.

2. References. The Job Training Partnership Act (JTPA), as amended; the JTPA Final Rules, as published in the Federal Register on September 2, 1994; and the Workforce Investment Act
of 1998.

3. Background. The U.S. Department of Labor, Employment and Training Administration, (DOL/ETA) has the authority to carry out demonstration projects during Program Year 1998 that provide assistance to new entrants to the workforce and incumbent workers through section 323 of the Job Training Partnership Act.

DOL currently plans to fund four major types of projects under this authority. One type of project, incumbent worker capacity/system building for States, is the subject of this Training and Employment Guidance Letter (TEGL). It will provide for the preparation of a State Plan for incumbent worker training to be developed by appropriate stakeholders within each State, the District of Columbia, and Puerto Rico.

Two other types--incumbent worker training for small firms or regional sectors and incumbent
worker training for large firms or industries, will be funded under a "solicitation of grant 
application."

A fourth type of project, focusing on individual incumbent workers most "at risk" of being 
laid off, rather than on firms or partnerships of organizations, is the subject of a separate 
TEGL.

4. Descriiption of Incumbent Worker State System Building Demonstration. These grants would support the State-level development of strategies and operational plans to respond to incumbent worker training needs in their areas. Authorization effective July 1, 1998, allows for the use of Secretary's JTPA Title III Discretionary funds under demonstration authority for incumbent worker training. Governors do not have authority at this time to use Title III formula-allotted funds for this purpose. The new Workforce Investment Act authorizes Governors to use a limited proportion of dislocated worker funds for services to incumbent workers. 

This demonstration program is intended to support a broad-based nationwide effort to further 
the development of incumbent worker training strategies. It will provide for the preparation 
of an initial State Plan for incumbent worker training to be developed by appropriate stakeholders within each State--including employers, organized labor, training providers,  economic and workforce development organizations, and other appropriate parties. The projects 
would be grants with a maximum period of performance of 12 months, not to exceed $50,000 each, with a total not to exceed $2,600,000.

5. Discussion. In order for States to prepare for the development of incumbent worker training strategies, they must first work with stakeholders to determine the following: what the States' greatest needs are; what already exists in the area of incumbent worker training; what organizations are already working together on this effort; what will be necessary for a broad-based strategy Statewide for incumbent worker training; how much this effort will cost; what funds have already been committed to this effort; how participating organizations, firms, or sectors will be selected to participate; who will represent them; what type of training is needed; how training needs have been documented; who will be eligible for the training; what specific outcome goals will be achieved; how the projects will be managed; and how the projects will be evaluated.


6. Submission of State Applications. States' Incumbent Worker System Building Demonstration grant applications should be submitted as soon as possible but not later than December 15, 1998, to the appropriate Regional Office. Each State may submit only one response but should coordinate responses between the State Dislocated Worker Unit and JTPA Liaison. A separate copy should be sent at the same time to the following address:

Regional Office staff will review the applications for relevance to the program dimensions and the identified needs, and will forward their comments to the National office. Applications that meet the Department's review criteria will be processed for funding. Those that do not will be returned, accompanied by an identification of key shortcomings. States will be notified of grant awards by January 20, 1999.
